Chapter 1: General provisions

 

Article 1

 

Faculty members of the Faculty of Dental Medicine or full-time contract teachers are divided into three academic ranks: assistant professor, associate professor, and professor.

 

Article 2

 

The titles of part-time contract faculty members of the Faculty of Dental Medicine at the Lebanese University are divided into two types:

 

Academic titles:

- Title of professor

- Title of associate professor

- Title of assistant professor

- Title of lecturer

 

Clinical titles:

- Clinical professor

- Clinical associate professor

- Clinical assistant professor

- Clinical lecturer

- Head of examination

- Assistant head of examination

- Trainer

- Assistant trainer

 

Article 3

 

Full-time or part-time contracts are concluded with faculty members in accordance with the legal principles in force.

 

Article 4

 

The specialized scientific committee responsible for reviewing the applications of candidates for part-time or full-time contracts is established by decision of the President, on the recommendation of the Faculty Dean.

 

Article 5

 

1. The financial and non-financial rights of faculty members belonging to the staff of the Faculty of Dentistry or employed on a full-time basis are defined in the laws and regulations in force.

2. The financial and non-financial rights of faculty members employed on a part-time basis at the faculty are defined in the contracts concluded with them or in the regulations and circulars issued by the President.

 

Article 6

 

- Full-time contract teachers at the Faculty of Dental Medicine are subject to all the obligations of faculty members belonging to the faculty staff.

- Faculty members of the Faculty of Dental Medicine are required to join one of the two dental associations in Lebanon.

 

Article 7

 

A Research Center is established within the faculty. Its regulations and objectives are set by decision of the University Council on the proposal of the Faculty Council.

 

Article 8

 

The Center is headed by a President and a Council.

The President of the Center shall be appointed for a three-year term, renewable once, by decision of the President, from among three candidates chosen by the Dean from a list of five candidates presented by the Faculty Council, from among the members of the teaching staff of the faculty who are tenured or full-time contract employees and who hold the rank of professor or meet the requirements for that rank.

2. The board (scientific research board) is composed of four members appointed by decision of the President on the proposal of the Faculty Council, from among the members of the faculty's teaching staff who are permanent and/or full-time contract staff with the rank of professor (or, failing that, assistant professor), their selection taking into account their scientific competence and the diversity of sections and specialties.

 

Article 9

 

Faculty members are required to participate in research activities within the framework of the faculty's Research Center, in accordance with the costs set by the Faculty Dean on the recommendation of the Center's Scientific Research Council.

 

Article 10

 

The fees and rates charged by the Faculty of Dental Medicine for the medical activities and procedures it performs are set by decision of the University President, after approval by the University Council, on the recommendation of the Faculty Council.

These revenues are recorded as income belonging to the Lebanese University.

 

Chapter 2: Conditions for appointment and promotion of faculty members of the Faculty of Dentistry

 

Article 11

 

To be appointed to the rank of full professor at the Faculty of Dental Medicine or to meet the requirements for full-time employment, the following conditions must be met in order to be promoted from assistant professor to professor:

1. Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2. Hold a specialized doctorate from the Faculty of Dentistry at the Lebanese University or an equivalent degree.

3. Have taught for at least eight years full-time at the Faculty of Dentistry at the Lebanese University or in an equivalent faculty at another recognized university, after obtaining the specialized doctorate.

4. Have practiced the profession for at least fifteen years.

5. Have their file evaluated in accordance with Articles 24, 25, and 26 of this decree and obtain a total of at least one hundred points.

 The total number of points resulting from original scientific publications in the field of specialization must not be less than sixty points, of which at least forty-two (42) points must result from original research outside of the thesis, published in international peer-reviewed scientific journals indexed in PubMed.

 

Article 12

 

To be appointed to the position of assistant professor at the Faculty of Dental Medicine or to meet the requirements for full-time employment, the following conditions must be met in order to move from the rank of lecturer to that of assistant professor:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a specialized doctorate from the Faculty of Dental Medicine at the Lebanese University or an equivalent degree.

3- Have taught for at least five years full-time at the Faculty of Dental Medicine at the Lebanese University or in an equivalent faculty at another recognized university, after obtaining the specialized doctorate.

4- Have practiced the profession for at least ten years.

5- Have their file evaluated in accordance with Articles 24, 25, and 26 of this decree and obtain a total of at least forty points.

The total points obtained for original scientific publications in the field of specialization must not be less than fifteen points from the content of his thesis or the content of any other thesis.

 

Article 13

 

To be appointed to the position of lecturer in dentistry, candidates must:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a specialized doctorate from the Faculty of Dentistry at the Lebanese University or an equivalent degree.

3- Have published at least two articles based on the thesis.

4- Have practiced the profession for at least six years.

5- Have taught at the Faculty of Dental Medicine of the Lebanese University or at an equivalent faculty of another recognized university for at least four years on a full-time basis, including two years after obtaining the specialized doctorate.

 

Chapter 3: Conditions for granting academic titles to part-time contract teachers at the Faculty of Dental Medicine

 

Article 14

 

To obtain an academic title, part-time contract teachers must meet the following conditions:

First: to obtain the title of “professor”: meet the conditions set out in Article 11.

Second: to obtain the title of “associate professor,” fulfill the conditions set forth in Article 12.

Third: to obtain the title of “assistant professor,” fulfill the conditions set forth in Article 13.

Fourth: to obtain the title of “lecturer”:

1- Hold a degree in dental surgery.

2- Hold a specialized doctorate from the Faculty of Dental Medicine at the Lebanese University or an equivalent degree.

 

Article 15

 

A specialized doctorate in dentistry is defined as the degree awarded by the Faculty of Dentistry of the Lebanese University to members of the teaching staff who hold at least the title of senior registrar, and for whom the duration of the thesis is set at a minimum of two years after obtaining the degree of surgeon in dentistry.

 

Chapter 4: Conditions for granting clinical titles to part-time contract teachers at the Faculty of Dental Medicine.

 

Article 16

 

To obtain the title of clinical professor, a part-time contract teacher must meet the following conditions:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dental Medicine of the Lebanese University or an equivalent degree, or hold a master's degree in research or an equivalent degree.

3- Have taught for at least 25 years in a clinical setting at the Faculty of Dental Medicine of the Lebanese University.

4- Have their file evaluated in accordance with Articles 24, 25, and 26 of this decree, under which they obtain a total of no less than 120 points. The total points obtained for scientific publications and original research in the field of specialization must not be less than 80 points, excluding the thesis.

 

Article 17

 

To obtain the title of clinical assistant professor, part-time contract employees must meet the following conditions:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dentistry at the Lebanese University or an equivalent degree, or hold a master's degree in research or an equivalent degree.

3- Have taught for at least eighteen years in a clinical setting at the Faculty of Dental Medicine of the Lebanese University.

4- Have their file evaluated in accordance with Articles 24, 25, and 26 of this decree, under which they obtain a total of no less than eighty points.

The total number of points resulting from scientific publications and original research in the field of specialization must not be less than sixty points.

 

Article 18

 

To obtain the title of clinical assistant professor, the part-time contract employee must meet the following conditions:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dentistry of the Lebanese University or an equivalent degree, or hold a master's degree in research or an equivalent degree.

3- Have taught for at least twelve years in a clinical setting at the Faculty of Dentistry of the Lebanese University.

4- Have their file evaluated in accordance with Articles 24, 25, and 26 of this decree, under which they obtain a total of at least forty points.

 

Article 19

 

To obtain the title of clinical lecturer, part-time contract employees must meet the following conditions:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dental Medicine at the Lebanese University or an equivalent certificate, or hold a master's degree in research or an equivalent degree.

3- Have taught for at least eight years in a clinical setting at the Faculty of Dental Medicine of the Lebanese University.

4- Have obtained a total of at least 20 points during the evaluation of their file in accordance with Articles 24, 25, and 26 of this decree.

 

Article 20

 

To obtain the title of “chief examiner,” part-time contract employees must meet the following conditions:

1- Hold a degree in dentistry from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dentistry at the Lebanese University or an equivalent degree, or hold a master's degree in research or an equivalent degree.

3- Have published four scientific articles or equivalent after obtaining the title of assistant chief.

4- Have taught in the university clinical training program at the Faculty of Dental Medicine of the Lebanese University for at least two years or have practiced in the field of specialization for five years after obtaining the master's degree in research.

5- Have their file evaluated in accordance with Articles 25 and 27 of this decree, under which they obtain a total number of points, according to criteria set by a decision of the Faculty Council.

 

Article 21

 

To obtain the title of “assistant chief examiner,” part-time contract employees must meet the following conditions:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dental Medicine of the Lebanese University or an equivalent degree, or hold a master's degree in research or an equivalent degree.

3- Have published at least two scientific articles after obtaining the title of trainer.

4- Have taught for at least two years in a clinical setting at the Faculty of Dental Medicine of the Lebanese University, or have practiced in the field of specialization for at least two years after obtaining the master's degree in research.

5- Have their file evaluated in accordance with Articles 25 and 27 of this decree, under which they obtain a total number of points, according to criteria set by a decision of the Faculty Council.

 

Article 22

 

The requirements for obtaining the title of “trainer” for hourly contract employees are as follows:

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dentistry of the Lebanese University or an equivalent degree.

3- Have published at least one scientific article after obtaining the title of assistant trainer.

4- Have taught clinical medicine at the Faculty of Dental Medicine at the Lebanese University for at least one year.

5- Have their file evaluated in accordance with Articles 25 and 27 of this decree, under which they will be awarded a total number of points based on criteria set by decision of the Faculty Council.

 

Article 23

 

The requirements for obtaining the title of “assistant trainer” for hourly contract employees are as follows

1- Hold a degree in dental surgery from the Lebanese University or an equivalent degree.

2- Hold a certificate of specialization in dentistry from the Faculty of Dental Medicine of the Lebanese University or an equivalent certificate.

3- Have practiced in the field of specialization for at least two years after obtaining the certificate of specialization.

 

Chapter 5: Conditions for evaluating the files of teaching staff members

 

Article 24

 

The candidate's file shall be evaluated on the basis of the points obtained for their teaching and academic activities, the results of the evaluation of their teaching performance, and their original research, in accordance with the table attached to this decree.

 

Article 25

 

The Lebanese University shall establish central lists of specialists in various fields of specialization, in accordance with the criteria and conditions set by the University Council and published by decision of the President.

 

Article 26

 

Requests for evaluation of academic records for promotion shall be submitted in accordance with the following procedures:

a- The Faculty Dean shall forward the request for evaluation of the file to the President, attaching a proposal of five names to form the committee responsible for studying the file, from among the names appearing in the central lists of specialists established in accordance with Article 25. All these names must be those of persons with a rank higher than or equal to the rank for which promotion is requested.

b- By decision of the President, a committee composed of at least three members shall be formed to evaluate the file, at least two of whom must be among the names proposed by the Faculty Dean and all of whom must be from the lists of specialists.

c- The President shall forward the evaluation file to the committee, which shall evaluate the candidate, conduct an individual interview with him or her, and submit a final recommendation with reasons to the President.

d- Members of the teaching staff listed on the table shall be promoted by decree upon decision of the University Council. Pending publication of the promotion decree, the President may, with the agreement of the University Council and on the recommendation of the Faculty Dean, issue a certificate attesting that the candidate meets the requirements for the grade.

e- Full-time or part-time faculty members meet the conditions for promotion by virtue of a decision taken by the President after agreement by the Council.

f- The evaluation process shall not exceed six months from the date of submission of the application.

 

Article 27

 

Only research published in peer-reviewed scientific journals indexed in PubMed shall be considered authentic. It must be carried out after the thesis has been discussed with a view to its approval for the award of a degree or academic title.

 

Article 28

 

Holders of clinical titles without the title of associate professor may publish scientific articles in local, regional, and international peer-reviewed scientific journals other than those indexed in PubMed.

 

Chapter 6: Final provisions

 

Article 29

 

The terms and conditions for the application of this decree shall be determined by decisions taken by the University Council.

 

Article 30

 

Candidates who are members of the teaching staff and hold the title of clinical professor may be hired on a full-time basis with the rank of “associate professor.”

Candidates may only apply for a higher rank after obtaining a specialized doctorate from the Faculty of Dental Medicine of the Lebanese University or its equivalent.

 

Article 31

 

This decree shall enter into force on the date of its publication in the Official Gazette.
