The Lebanese University, as a partner institution in the CAREMED Project financed under the Interreg NEXT MED Programme, invites eligible and qualified external auditors to submit applications for the provision of annual external audit and validation of expenditure for the project’s financial reporting.
1. Subject of the Contract
Provision of external audit services in accordance with the Interreg NEXT MED Programme rules, covering:
• Semestrial validation of expenditure and reporting for the following periods:
– 14/10/2025 – 13/04/2026 (1st Interim Report)
– 14/04/2026 – 13/10/2026 (2nd Interim Report)
– 14/10/2026 – 13/04/2027 (3rd Interim Report)
– 14/04/2027 – 13/10/2027 (4th Interim Report)
– 14/10/2027 – 13/04/2028 (5th Interim Report)
– 14/04/2028 – 13/10/2028 (Final Report)
• Verification of compliance with programme regulations and national requirements.
• Preparation of required audit reports and certifications for Year 3 of the project.
2. Estimated Budget
The maximum available budget for this contract is EUR 8.000.
3. Eligibility Requirements
Applicants must meet the following conditions:
• Be a legally registered audit firm or certified independent auditor.
• Be authorized to conduct financial auditing activities in Lebanon.
• Have proven experience in auditing EU-funded or internationally funded projects (minimum 3 similar assignments preferred).
• Demonstrate knowledge of EU audit procedures and expenditure verification requirements.
4. Application Documents
Applicants must submit:
1. Company/individual profile and registration documents.
2. CVs of the proposed audit team.
3. Evidence of relevant experience (copies of similar contracts or reference letters).
4. Financial offer (in EUR), inclusive of all taxes.
5. Signed declaration confirming the absence of conflict of interest.
5. Submission Procedure

Late or incomplete submissions will not be considered.
6. Evaluation Criteria
Applications will be evaluated based on:
• Relevant experience (40%)
• Technical capacity and methodology (30%)
• Financial offer (30%)
The Lebanese University reserves the right to request clarifications, negotiate with the selected applicant, or cancel the tender process without obligation.
7. Contract Duration
The selected auditor will provide services covering the project’s financial period up to the end of Year 3, according to Interreg NEXT MED guidelines.
