Decree No. 4520 amending the name of the Faculty of Business Administration at the Lebanese University and creating a department of economics within it

Chapter 1: General provisions

 

Article 1

The terms “Faculty of Business Administration” are replaced by the terms “Faculty of Economics and Business Administration.”

 

Article 2

A new department called “Department of Economics” is created within the aforementioned faculty. The following provisions apply to this department:

 

Article 3

The Department of Economics prepares students for the following degrees:

1- Bachelor's degree in Economics.

2- Master's degree in Economics.

3- Doctorate in Economics.

 

Article 4

The duration of studies for the above-mentioned degrees is set as follows:

1- Four academic years to obtain a Bachelor's degree.

2- Two years to obtain a Master's degree.

3- At least three years to obtain a Doctorate degree.

 

Chapter 2: Student enrollment

 

Article 5

To be admitted to the first year of the Bachelor's degree, students must meet the following conditions:

1- Hold the Lebanese baccalaureate or a recognized equivalent diploma.

2- Pass the entrance exam organized for this purpose by decision of the University Council on the recommendation of the Faculty Council.

 

Article 6

The entrance exam mentioned in the previous article includes the following written tests:

Article 7

1. The maximum number of students who can be admitted after the exam is set by decision of the University Council on the recommendation of the Faculty Council.

2. Students are admitted in descending order of their exam scores, without any other consideration, up to the limit indicated above.

3. Any candidate who has obtained an average of 10/20 or more in all of their scores, without retakes, is considered to have passed the exam.

4. If the number of candidates who have passed the exam is insufficient, only the candidates who have passed are admitted.

5. Candidates who have been accepted must complete the registration process within one week of the date of announcement of their acceptance on the faculty notice board, failing which they will lose their right to register and be replaced by another successful candidate, in accordance with the sequence rule mentioned in the second paragraph of this article.

6. Any enrolled student who has obtained a grade lower than 7/10 in one of the subjects of the competitive examination is required to take additional courses in the subject in question during the first academic year. They may only progress to the second academic year if they obtain a grade higher than or equal to 7/20 in the subject in question in an examination organized for this purpose.

 

Chapter 3: Teaching and examination system

 

Article 8

1- The study programs for the Bachelor's degree in economics are set in accordance with the attached table, while the programs for the master's degree and doctorate are set by a subsequent decree issued by the Council of Ministers.

2- The details of the aforementioned programs shall be determined by decision of the University Council on the recommendation of the Faculty Council.

 

Article 9

1. Bachelor's degree students shall be required to take a final exam in each subject at the end of each year and at least two partial exams organized during the year.

2- The student's success or failure at the end of the academic year shall be determined on the basis of all the examinations mentioned, according to an evaluation system established by the University Council on the recommendation of the Faculty Council.

 

Article 10

Any student who fails more than once at the end of the first year of the Bachelor's or master's degree is permanently excluded from the Department of Economics.

Chapter 4: Special conditions for the appointment, promotion, and contract of faculty members in the Department of Economics

 

Article 11

The following conditions are required for the appointment or promotion of faculty members in the Department of Economics:

First: for the rank of professor:

1- Hold a first-class doctorate.

2- Have published at least five original research papers after obtaining this degree.

3- Have taught in higher education for at least five years after obtaining the said degree.

Second: for the rank of assistant professor

1. Hold a first-class doctorate and have taught in higher education for at least two years after obtaining said degree or:

2. Hold a second-class doctorate.

- Have worked in higher education for at least four years after obtaining this degree.

- Have published at least three original research papers after obtaining the above-mentioned degree.

Third: for the position of lecturer

Hold a second-class doctorate at a minimum.

 

Article 12

The conditions set out in the previous article apply to candidates for a full-time contract to teach in the Department of Economics, and they are classified as full-time contract employees in the grade for which they meet the requirements.

 

Article 13

The following provisions apply to candidates for an hourly contract:

First: for subjects also taught in departments other than the Department of Economics, the conditions in force for those subjects apply.

Second: for subjects taught in the Department of Economics, hourly contract employees are classified into the three categories defined in Table 1 attached to this decree.

Third: subjects specific to the economics department are those defined in Table 2 attached to this decree, and other subjects specific to this department may be added by decision of the University Council on the recommendation of the Faculty Council.

 

Chapter 5: Miscellaneous provisions

 

Article 14

Original research is considered to be research published in journals of international standing.

 

Article 15

Research that has served as the basis for obtaining the degree required for appointment, promotion, or full-time contract is not considered original research for the purposes of applying the provisions of this decree.

 

Article 16

Candidates shall only be appointed to a permanent position after having spent at least two years under contract teaching at the Lebanese University and having taught during that period at least half of the number of teaching hours required for the grade for which they are applying.

 

Article 17

For the purposes of applying the provisions of this decree, it is the responsibility of the University Council, after reviewing the report prepared by a committee of experts appointed by the President:

1 - Evaluate the aforementioned research;

2 - Classify the degrees into first and second category doctorates, the level of the first category not being lower than that of the State doctorate awarded by French universities and the level of the second category not being lower than that of the postgraduate doctorate awarded by the aforementioned universities.

 

Article 18

For the purposes of classifying degrees, the aforementioned committee of experts shall base its decision on the value of the thesis itself and on the value of the institution that awarded it.

 

Article 19

Any provision contrary to the provisions of this decree or incompatible with its content is repealed.

 

Article 20

This decree shall be published and communicated where necessary and shall enter into force upon its publication in the Official Gazette.
