In order to organize the process for Lebanese University employees to obtain authorization to travel outside Lebanese territory, the following rules and procedures must be followed:
1- All university employees are prohibited from leaving Lebanese territory before obtaining a travel authorization issued by the president of the Lebanese University in accordance with the rules in force.
2- The travel authorization request must be submitted before the departure date, within the following time limits:
- at least one month in advance when the trip is for personal reasons.
- At least two months in advance when part of the travel expenses are covered by the Lebanese University.
- In case of emergency or unforeseen circumstances, the decision rests with the president of the university.
3- The request is submitted to the president through the chain of command, specifying the reasons for the trip (discussion of doctoral theses, participation in a conference or symposium, personal reasons, etc.) and attaching supporting documents (invitation card, conference or symposium documents, etc.). The draft decision authorizing travel outside Lebanese territory is also attached to the request.
4- If the applicant for travel authorization is a member of the teaching staff and holds an academic or administrative position (dean, director, center head, department head), the draft decision shall mention the person who will replace him/her during the period of his/her travel, in accordance with the provisions relating to absence provided for by Law No. 66 of 4/3/2009.
5- If the applicant is not a member of the teaching staff (secretary, department head, etc.), the draft decision shall mention the person who will replace them in accordance with the leave decision (administrative leave, unpaid leave) based on the provisions of Legislative Decree No. 112 of 12 June 1959 (Civil Servants Law).
6- The President of the Lebanese University issues the travel authorization decision, specifying the duration and effects of the authorization (unpaid leave or paid leave). The absence of a travel authorization decision by the President is considered an implicit refusal of the request.
7- The duration of an authorization may not exceed one full week for members of the teaching staff, or the duration of administrative leave or unpaid leave for other employees. Similarly, members of the teaching staff may not receive more than three authorizations per year during official working days.
8- Leaving Lebanese territory without obtaining travel authorization constitutes a violation of the regulations in force. Travel days are deducted from official working days and are considered an unjustified absence from work, with all the legal consequences that this entails, particularly with regard to the deduction of these days from the period taken into account for obtaining a grade, in addition to exposing the offender to disciplinary measures.
9- Faculty members and employees are exempt from requesting travel authorization during summer vacations and public holidays if the memo contains a general authorization to that effect.
