As the term of office for members of unit, branch, and department councils is coming to an end, the deans of university units are requested to call elections to appoint faculty representatives, heads of university departments, and university department councils between October 6 and October 31, 2025, in accordance with the provisions of Law No. 66 of March 4, 2009 (organization of academic councils at the Lebanese University), following the procedures below:
First: Conditions for candidacy
1- Candidacy for the presidency of the academic department
The candidate for the presidency of the department must:
a-
- be a permanent member of staff at the Lebanese University or be employed full-time in one of its faculties, hold one of the two senior grades in the department or meet the requirements for one of the two grades, and have spent at least ten years teaching at the Lebanese University after obtaining their doctorate, in accordance with the approved quorum for calculating years of academic experience.
- In the absence of candidates among the staff or full-time contract employees, it is possible to elect one of the hourly contract employees in the parallel categories, i.e., the first or second category (professor or assistant professor), with a teaching load of at least 200 hours for each of the academic years 2024 and 2025 and 2025-2026, and having taught at the Lebanese University for at least ten years after obtaining their doctorate, including nine years in accordance with the approved quota for calculating the year of academic experience.
b- Possess one of the department's main specializations.
The department's main specialization is determined in accordance with Article 39 of Law 75/67.
c- If teaching in several branches or units, the candidate must apply where they have the highest quota. If their quota is equal to that of another department, they apply to the unit or branch closest to their specialization, in accordance with their degree.
2. Application for the presidency of the academic department council
To be eligible to run for the presidency of the academic department council, candidates must:
a- Be a member of the Lebanese University staff or a full-time teacher in one of its faculties, have spent at least five years teaching at the Lebanese University after obtaining their doctorate, and comply with the approved quota for calculating years of university experience.
b- In the absence of candidates who are staff members or full-time teachers, it is possible to elect one of the hourly contract teachers from the parallel categories, namely the first or second category, with a university teaching quota of at least 200 hours for each of the academic years 2024-2025 and 2025-2026, and have taught at the Lebanese University for at least five years after obtaining their doctorate, including four years in accordance with the approved quota for calculating the year of university experience.
c- They have one of the department's main specializations.
d- If they teach in several branches or units, their application must be submitted where they have the highest quota. If their quota is equal to that of another department, they apply to the unit or branch closest to their specialty, in accordance with their degree.
3- Application to represent faculty members
To represent faculty members on the branch council or the council of the unit that has no branches, the candidate must:
a- Be a member of the staff of the Lebanese University or a full-time employee in one of its faculties or institutes.
b- In the absence of staff or full-time candidates, it is possible to elect one of the hourly contract staff, provided that:
- their number of teaching hours is not less than 200 hours for each of the academic years 2024-2025 and 2025-2026.
- they have taught at the Lebanese University for at least five years after obtaining their doctorate, including four years in accordance with the approved quota for calculating the year of university experience.
c- They have the general specialization of the branch or unit for which they are applying.
d- If they teach in several branches or units, they must apply where they have the highest quota. In the event of equal quotas, they apply for the unit or branch closest to their specialization, in accordance with their degree.
Second: Application procedure
The following procedure applies to applications to represent faculty members and to chair or be a member of the academic department:
1- Applications are registered at the branch secretariat during official working hours, within the deadlines set for the submission of applications and the holding of elections.
2- The application must be accompanied by a statement indicating: the candidate's status (tenured, full-time, or contract), their rank, the length of time they have been teaching at the university after obtaining their doctorate, and their number of annual teaching hours, as well as the position for which they are applying, as only one position may be sought.
3- By the deadline for submitting applications, these must be submitted to the dean of the unit in a sealed envelope, accompanied by the list of candidates.
4- The dean announces the names of the accepted candidates.
Third: special cases
In the event of special cases, these shall be submitted to the president through the chain of command so that he may take the appropriate decision on them, in accordance with the authorization issued by the university council pursuant to Decision No. 1825/36/م.ج of 6/12/2017.
Fourth: Term of office
The term of office of the head and members of the university department councils and the faculty representative is two years, renewable once. Candidates must therefore have more than two years' seniority to reach the legal age after the date set for the election.
Fifth: Election
1- Elections shall be held at the place and on the date set by the dean of the unit and under his supervision.
2- The electoral process shall be supervised by a commission established by decision of the dean of the unit.
3- Members of the teaching staff shall participate in the electoral process in accordance with the following provisions:
a- Full-time faculty members, full-time contract employees, and hourly contract employees shall participate in the electoral process if they have a teaching quota at the Lebanese University of at least 200 hours during the 2024-2025 academic year.
b- The professor with the highest number of teaching hours shall be elected. In the event of a tie between two units, two branches, or two departments, the vote shall be cast in the unit, branch, or department closest to the professor's specialty, in accordance with their degree.
c- Any voter who votes twice after registering their name on multiple electoral lists shall be subject to disciplinary sanctions, and the offense shall be reported to the president so that appropriate measures may be taken.
d- The dean of the unit shall draw up the list of voters in each electoral district.
e- The dean of the unit shall announce the results of the ballot as soon as the counting and tallying of votes has been completed. If the dean does not announce the results, the minutes of the counting shall serve as the announcement of those results.
f- The candidate who obtains the highest number of votes is declared the winner. In the event of a tie, the candidate with the highest ranking, then the highest score, then the oldest is declared the winner.
g- A copy of the election results is kept by the university secretariat.
Sixth
Candidates from the Faculty of Fine Arts and Architecture are exempt from the postdoctoral training requirement if there are no candidates who meet this requirement.
