Decision No. 3179 Internal Regulations of the Research, Documentation, and Publication Center of the FEBA

Article 1

A Research, Documentation and Publication Center is established within the Faculty of Economics and Business Administration (in accordance with Article 3 of Decree No. 14304 of 20 April 1970).

 

Article 2

Under the supervision of the Faculty Dean, the Research, Documentation and Publication Center of the Faculty of Economics and Business Administration is responsible for providing the necessary resources for conducting research and preparing theses and final projects as part of an integrated teaching and research program, through:

1- Proposing a research policy and an annual work plan for research within the faculty, as well as implementing this plan.

2- Proposing the creation of specialized laboratories.

3- Proposing programs aimed at boosting the faculty's research activity.

4- Creating a database for documenting research within the faculty.

5- Supervising the scientific research process within the faculty.

6- Proposing a draft budget for scientific research within the faculty.

7- Preparing the annual report on research activities within the faculty.

8- Upgrading the laboratories of the Faculty of Economics and Business Administration so that they are accredited by public and private institutions in Lebanon.

9- Proposing and organizing scientific conferences and workshops.

10- Contributing to scientific exchange with foreign universities and hosting researchers.

11- Contributing to the supervision of the faculty's peer-reviewed scientific journal.

12- Creating a statistical observatory of economic activity in Lebanon.

13- Coordinating with public administration and international organizations involved in economics and management in order to boost administrative and economic work in Lebanon.

14- Providing scientific and technical advice to public authorities and administrations in Lebanon.

All of the center's activities are subject to the direction of the faculty dean and the decisions of the faculty council.

 

Article 3

The structure of the center is as follows:

1- The director of the center

2- The scientific research council

3- Research units and laboratories

4- The administrative apparatus

 

Article 4

1- The university president appoints, upon the recommendation of the dean and with the approval of the faculty council, a director of the center with the rank of professor and at least five years of experience in research programs from among the faculty members of the Faculty of Economics and Business Administration, whether permanent or full-time contract employees, with the rank of professor or equivalent, and possessing the required skills and experience in the faculty's fields of activity. The selection is made from among three names proposed by the faculty council and chosen from the five names submitted to it by the scientific research council, provided that this list must include professors from outside its membership (at least three out of five members). The dean invites the scientific research council to elect five members, from among whom the faculty council will select three at least two months before the end of the center president's term of office.

2- The term of office of the center director is three years, renewable once. He or she may be reappointed at the end of a full term and is an ex officio member of the faculty council, in accordance with Law 75/67.

3- The director of the center shall be exempt from up to one-third of his or her teaching load, at his or her request and upon decision of the university council, on the recommendation of the faculty council and the university president.

4- In the event of a vacancy in the position of director, he or she shall be replaced by the member of the scientific research council with the highest rank, or, in the event of equal rank, by the member with the most seniority.

5- The director of the center shall perform the following duties:

- Convene the scientific research council, chair its meetings, prepare the agenda, and draft the minutes.

- Preparing the annual work plan and submitting it to the Scientific Research Council for approval before the end of September each year, and committing to its implementation.

- Coordinating, under the supervision of the faculty dean, with higher doctoral institutes on activities related to the organization of the use of common research platforms.

- Prepare the faculty's scientific research budget proposal, submit it to the Scientific Research Council for approval, and forward it, in accordance with the rules, to the faculty council for approval within the deadlines set by the university's financial regulations.

- Prepare the annual report on the faculty's research activities and submit it to the faculty council before the end of June, after approval by the scientific research council.

- Establish networks with public and private institutions, both national and foreign, non-governmental organizations, and regional and international organizations, with the aim of providing professional training and boosting cooperation and research development with the aforementioned parties, both in terms of research and funding for student studies in research laboratories, but after presenting each relationship or cooperation project to the faculty council and obtaining its approval.

- Organize the presence and reception of local and international experts and professors as part of the development of research performance.

 

Article 5

The research council is composed of:

- the director of the center: chair

- 4 to 8 members from among the heads of research units, laboratory coordinators, and research supervisors who hold the rank of professor at the Lebanese University or are under full-time contract, have expertise and experience in the faculty's fields of activity, and have taught in the faculty for at least seven years. The number of members may be supplemented by research professors in laboratories who hold the rank of professor and have taught for 7 years. If this is not possible, it may be supplemented by assistant professors who have taught for 12 years. - The selection of members of the Scientific Research Council shall take into account the diversity of disciplines and specialties.

 

Article 6

1- The missions of the Scientific Research Council are as follows:

a. Propose the faculty's research policy within the framework of the university's scientific research plan and submit it to the faculty council for approval.

b. Approve research projects submitted to research support programs approved by the central administration and issue recommendations on them.

c. Propose programs aimed at boosting research activity within the faculty.

d. Propose the creation, merger, and abolition of specialized research laboratories.

e. Organize scientific conferences and colloquiums, specialized courses and workshops, and publish documents related to scientific research.

f. Create a database for documenting research within the faculty.

g. Comply with the annual work plan approved on the basis of its proposal to the faculty council.

h. Propose the recruitment of Lebanese researchers and invite international researchers as needed.

I. Ensure the collection of scientific documents, references, and materials necessary for faculty and students, and oversee the creation of a library to meet the needs of studies. Coordinate and disseminate research and studies carried out by academic bodies within or outside the faculty. (Article 8 of Decree 14304 of April 20, 1970).

2. The Scientific Research Council shall meet at least once a month at the request of its chair or at the written request of one-third of its members. The meeting shall only be valid if at least half of its members are present.

If a member of the Scientific Research Council is absent at least three consecutive times without a valid excuse, they shall be considered to have resigned and their replacement shall be appointed in accordance with the articles relating to appointment.

3. The Scientific Research Council shall take its decisions by majority vote and, in the event of a tie, the chair shall have the casting vote.

 

Article 7

1. The center conducts studies, research, and advisory activities for:

a. The Lebanese University;

b. The public sector;

c. The private sector or any other entity approved by the university council on the recommendation of the faculty council.

2. The Scientific Research Council defines the terms and conditions for carrying out these studies and research.

3. Study and research projects shall be submitted to the director of the center, where they shall be examined by the Scientific Research Council, then forwarded by the dean to the university council after being approved by the faculty council.

 

Article 8

The center shall consist of the following research units:

1- Audit and Accounting Unit.

2- Strategic Planning Unit.

3 - Management Unit.

4- Administrative IT Unit.

5- Financial Modeling and Game Theory Unit.

6- Marketing Unit.

7- Financing Unit.

8- Interdisciplinary Unit.

9- Economics Unit.

Other research units may be created if necessary, by decision of the faculty council, upon the recommendation of the center's scientific research council.

 

Article 9

The research group is composed of a group of researchers working in interdependent and complementary scientific fields. The group is supervised by one of its members. It may include researchers from other faculties of the Lebanese University or other universities, on the basis of official agreements concluded with the Lebanese University. Research group status is granted by the faculty dean $ after approval by the faculty council, upon request submitted by the group of researchers to the director of the center.

 

Article 10

Each research unit is responsible for:

1- Conducting research and studies and coordinating them with other research units;

2- Creating a database for research documentation;

3- Proposing an annual work plan and preparing phased programs (from one to four years) and submitting them to the scientific research council.

4- The research unit is headed by one of the researchers who are members of the teaching staff of the Faculty of Economics and Business Administration (in accordance with Article 5 of this decision). The appointment is made by decision of the faculty dean after consultation with the director of the center and approval by the faculty council, for a term of three years, renewable once.

5- The director of the research unit is responsible for:

- Managing and supervising the research unit or laboratory

- Proposing research projects and plans and estimating their costs

- Preparing periodic reports and submitting them to the scientific research council every six months

- Ensuring administrative and scientific coordination with the directors of the research units and the director of the center

- Monitoring research and studies.

 

Article 11

The administrative and financial tasks of the center are carried out by faculty employees appointed by the dean in coordination with the director of the center. The center's employees shall not receive any remuneration or additional compensation for these tasks.

 

Article 12

Sources of funding for the center:

The sources of funding for the research, documentation, and publication center of the Faculty of Economics and Management are as follows:

a. The university's contribution, which is included in the faculty budget allocated to the research, documentation, and publication center.

b. Unconditional gifts and donations.

c. Research projects supported by local and international institutions and companies.

d. Income from services, consultations, studies, and publications carried out by the Research, Documentation, and Publication Center and resulting from contracts with public and private entities. The provisions of the university's financial regulations and the decisions governing them apply to this income.

 

Article 13

Center expenses:

Expenses related to research and studies are incurred and spent in accordance with the rules established in the university's financial regulations, upon the dean's proposal based on the report of the research or study supervisor, with the agreement of the faculty council and in accordance with the research mechanisms adopted by the university.

 

Article 14

All decisions contrary to the content of this decision are hereby revoked.

 

Article 15

This decision is applicable and shall be communicated where necessary.
