Decree No. 14304 amending the name of the Faculty of Commerce of the Lebanese University, which becomes the Faculty of Business Administration, and organizing this faculty

Article 1

1) The name “Faculty of Commerce” of the Lebanese University is amended and becomes “Faculty of Business Administration.”

2) In addition to the general provisions set forth in Law No. 75/67 of 12/26/1967 on the organization of the Lebanese University, the organization of the Faculty of Business Administration, which replaces the Faculty of Commerce in all legislative and regulatory texts and in contracts, referred to in this decree as the “faculty,” is subject to the following regulatory provisions:

 

Article 2

The faculty is responsible for:

1) Training its students to high and specialized standards and providing them with the experience and scientific, methodological, and technical foundations required to assume management responsibilities in the creation and management of industrial, commercial, banking, and other service institutions.

2) Taking an interest in the development and dissemination of scientific research in the field of business management and organization, in the expansion of this field and its development in line with the requirements of the modern era, and contributing to the development and dissemination of sectoral studies directly related to the themes of business management and organization.

3) Cooperate and consult with public and private administrations, institutions, and organizations in order to improve the level of education within the faculty and adapt it to the real needs of the country and its development.

4) Organize training courses for the heads of institutions and those working in their administrations in order to improve technical standards in the field of management.

 

Article 3

Three teaching departments are created within the faculty:

- General Education Department

- Department specializing in Management and Marketing

- Department specializing in Accounting and Finance

These departments are attached to a research, documentation, and publication center.

 

Article 4

Teaching within the faculty is organized according to a system of academic years, and the duration of studies is set at four years.

During the first three years, studies in the general preparation department are common to candidates from both specialization departments. Then, during the fourth year, students specialize in one of the two departments.

Theoretical teaching within the faculty is supplemented by research work, scientific exercises, and, where appropriate, internships in companies.

 

Article 5

During the first three years, studies in the preparatory department aim to provide students with the basic knowledge required in the specialization branches of business management, which include the principles and theoretical and practical foundations of economics, finance, management, accounting, marketing, statistics, mathematics, etc., as well as the humanities, which give business management its human character.

 

Article 6

The management and marketing department allows students to specialize in both of these fields or to focus on one of them.

In the field of management, it focuses on the study of theories and methods of controlling the human and material resources of the company, the use of its capacities, and the improvement of its efficiency in production processes.

In the field of marketing, the study focuses on the economic environment of consumption of goods and services, on the means of distribution and on the improvement of these means, with the aim of broadening the scope of use of the product of the national economy and, consequently, increasing it.

 

Article 7

The accounting and finance department allows students to specialize in both of these areas or to focus on one of them.

The study of accounting covers principles and methods, in particular the fundamental function of accounting science, which is considered an important business management tool used to control the value of production and distribution elements and to collect and coordinate quantitative information for use in immediate decision-making and the development of business planning elements.

The study of finance aims to deepen the theory and means of financing economic activities in the short or long term. It covers cash flow and financial planning issues, including cash flow, budgeting and the optimal financial structure of institutions, financial control and financial institutions, including banks, international financial relations, etc.

 

Article 8

The Research, Documentation, and Publication Center is responsible for collecting scientific documents, references, and materials needed by faculty and students. It is responsible for creating and expanding a library to meet the needs of the program. It also coordinates and publishes research and studies conducted by academic bodies within and outside the faculty.

 

Article 9

Faculty members, each according to their specialty, in the orientation and management of studies and research related to the subjects included in the teaching program, or which relate to the nature and methods of economic activity in the country and in the region with which the State shares a common economic reality, in order to facilitate the use of these studies by institutions in the public and private sectors, as well as by faculty professors and students.

 

Article 10

Candidates are admitted to the first year of the faculty following a competitive examination organized, conducted, and validated by the Faculty Council.

The examination takes place in October of each year, after its date, conditions, and rules have been announced in newspapers and on the radio in April of the same year.

 

Article 11

The Faculty Council may exempt first-year candidates and admit them directly to the second year if they hold a higher education diploma whose program covers the subjects taught in the first year at the faculty.

 

Article 12

Students are admitted to the faculty after registering and paying the full registration fees for the university's faculties and institutes.

 

Article 13

Students are required to attend all theoretical courses and practical work and to carry out all the studies and research required by the programs. Only those who have attended all courses and carried out the required research are allowed to take the exams, unless the inability to attend courses or carry out research is justified by a legitimate reason assessed by the Faculty Council.

If a student is absent during the academic year for any reason for more than twenty percent of the official hours, they are not allowed to take the exams for that year.

 

Article 14

After successfully completing all of their studies and all subjects, students obtain a degree in business administration, which specifies the field of study and type of specialization.

 

Article 15

Courses for managers and administrators of economic institutions are organized according to a system proposed by the Faculty Council and approved by the University Council.

 

Article 16

The provisions of the internal regulations of the Lebanese University and the internal regulations of the faculty, established in accordance with the regulations in force, apply to students of the faculty.

 

Article 17

This decree shall be published and communicated where necessary.
