Decree No. 4166 amending some provisions of Decree No. 3144 dated 11/4/1986

Article 1

Article 7 of Decree No. 3144 dated 11/4/1986 is amended to read as follows:

 

First: Researchers' staffing and labor system

  1. The staffing of researchers in the Center's departments is as follows:
  • Research Professor
  • Classified researcher
  • Research assistant

 

  1. Prerequisites for appointment:
  • Research Professor: Should hold at least a PhD specializing in any of the Center's departments.
  • Classified researcher:
  1. At least a postgraduate diploma in law or in any of the Center's specializations, and an engineering certificate in informatics is considered as a postgraduate diploma for those who hold the conditions for appointment as a research assistant or ten years of experience in the actual practice of any of the Center's specializations.
  2. A statement of following a preparatory course in legal informatics with a duration of not less than five months.
  3. Passing a special test prepared by the Center's Council.
  • Research assistant
  1. A bachelor's degree in any of the Center's specializations.
  2. A statement of following a preparatory course in legal informatics with a duration of not less than two months or following two different training courses in legal informatics centers.
  3. Passing a special test prepared by the Center's Council.

 

Second: Classification and grading requirements

  1. Research Professor:

A research professor is classified and graded according to the conditions stipulated in the faculties of the Lebanese University to which his specialization and degree category belongs, and he is contracted under the same conditions, salary, and rights stipulated in the faculties of the university to which his specialization belongs and applicable to the members of the teaching staff.

 

  1. Classified researcher:

Classification: The researcher is classified at the rank and salary of the second category, from the third category of the administrative staff of the Lebanese University, in accordance with the various texts and regulations in force.

 

  1. Research assistant:

The research assistant is classified with the rank and salary of the sixth grade of the third category of the administrative staff of the Lebanese University, in accordance with the various texts and regulations in force.

           

Third: The appointment and promotion of members of the researchers' staff shall be carried out within the limits, laws and regulations in force and shall be contracted within the budget allocations and in accordance with the conditions imposed for appointment and graduation as stipulated.

 

Article 2

Article 11 of Decree No. 3144 dated 11/4/1986 is amended to read as follows:

 

The university has the right to contract full-time, hourly, or specific research with researchers who meet the conditions stipulated in this decree in accordance with the procedures adopted at the Lebanese University.

The Center has the right to fill vacant administrative positions in its administrative staff in accordance with the laws and regulations in force at the Lebanese University by a decision of the President of the Lebanese University and the proposal of the Dean of the Center.

Members of the teaching staff at the Lebanese University may also be assigned to the Center to conduct scientific research upon their request, the recommendation of the Dean of the Center, and the approval of the Council of the competent faculty by a decision of the President.

 

Article 3

Article 12 of Decree No. 3144 dated 11/4/1986 shall be amended to read as follows:

The teaching quota of a full-time faculty member at the Lebanese University who is attached to the Center may be reduced up to half of it according to the text of the enrollment decision, and his quota shall be supplemented by a corresponding shift at the Center.

The full-time research professor at the Informatics Center can be reduced if he is committed to teaching in other university faculties by a decision of the President of the University based on the proposal of the Dean of the Center, and his quota shall be supplemented by his assignment decision.

The full-time salary referred to in the above two paragraphs shall remain unchanged and his/her quota shall remain full.

 

Article 4

The research work system is based on a full-time eight-hour shift in accordance with the provisions of the Labor Code or a part-time three-quarter, half and quarter shift.

Full-time: Working eight hours of research per day.

Work at the Center continues throughout the year, except for the official holidays and the summer vacation, which is determined by the university for its administrative staff. After the approval of the President, the Center's Council may set a special system for the summer vacation in order to ensure the continuation of work and not to close the Center, especially in technical positions.

Researchers are distributed to work in the laboratories of the Center and in the laboratories or faculties of the Lebanese University and legal sectors contracted with the University by a decision of the Dean of the Center after the approval of the President.

 

Article 5

  1. Researchers benefit from the rewards system in force in the various faculties of the Lebanese University.
  2. A research professor's quota is determined according to the following:
  1. Research professor with the rank of Professor: Every two hours of research is counted as one hour of university teaching.
  2. Research Professor with the rank of Assistant Professor: Every three hours of research is counted as one hour of university teaching.
  3. Research Professor with the rank of Adjunct Professor: Every four hours of research is counted as one hour of university teaching.

 

Article 6

This decree shall be submitted to the Council of Ministers at its first session.

 

Article 7

This decree shall be published and communicated where needed.
