The Faculty of Pharmacy provides graduates with an experienced knowledge of medicinal and therapeutic properties of drugs and drug formulations for the treatment of diseases. The Faculty grants a Doctorate Degree in practicing pharmacy and a professional and research master’s degrees in various pharmaceutical specializations.
Article 1
The Center shall be responsible for implementing agreements concluded by the Lebanese University with the Ministry of Public Health and public and private institutions, as well as participating in campaigns promoting the safety of food, water, and various chemicals.
Article 2
The administrative headquarters of the Center shall be located at the Faculty of Pharmacy, and it shall perform its duties in partnership with the following faculties: Pharmacy, Dental Medicine, Public Health, Medical Sciences, Science, Agronomy, and the Doctoral School of Science & Technology. Special laboratories shall be equipped for the Center, and the laboratories of the faculties shall support them.
Article 3
The Center is managed by an administrative body consisting of the deans of the faculties of Pharmacy, Dental Medicine, Public Health, Medical Sciences, Science, Agronomy, and the Doctoral School of Science & Technology, as well as the Director of the University Medical Center. In addition, the Center's director is appointed by the President of the Lebanese University for a three-year term, renewable once.
Article 4
The organizational structure of the Center consists of:
- The Administrative Board
- The Director
- Technical Committees
- The Secretariat
- The Fund Secretariat
Their duties are defined as follows:
First: The Administrative Body
This is the senior management of the Center. It meets at least once a month at the invitation of the Director and with all its members present. It takes decisions by an absolute majority, with a quorum of half + 1. It supervises the Center's activities and its tasks include:
1- Setting the general policies of the Center, the most important of which is the implementation of the provisions of agreements signed with all public and private institutions and ministries.
2- Reviewing the Center's activities and results through periodic reports submitted by the Center's director, and the recommendations and procedures required to ensure the quality of services.
3- Proposing the names of specialist professors for the technical committees.
4- Proposing the names of coordinators and members of technical committees.
Second: The Director
Implements the decisions taken by the administrative body. His duties include:
1. Communicating, after approval by the President of the Lebanese University, with all ministries and public and private institutions, and proposing draft agreements with them within the scope of the Center's tasks (as specified in Decision 2145 dated 6/17/2016).
2. Preparing financial and administrative reports and submitting them to the administrative body, along with appropriate recommendations.
3. Following up daily on laboratory work in accordance with the agreements concluded between the Center and any of the ministries and public and private institutions.
4. Preparing draft budgets for the Center's work and submitting them to the administrative body.
5. Proposing the appointment of administrators at the Center.
6. Taking the necessary measures to ensure the proper implementation of the committees' work, including, but not limited to, modifying tasks and exempting some committee members from their duties.
7. Proposing the equipping of the Center's laboratories and preparing their operating mechanisms.
Third: Technical Committees
These consist of:
1- Food Committee
2- Medicine Committee
3. Water and Chemicals Committee
4- National Center for Drug Side Effects
5- Scientific Committee - Scientific Research Unit of the Center.
The coordinators and members of these committees are appointed by the President of the university according to the following process:
- The administrative body proposes a list of names for each committee according to its area of expertise.
- The director of the Center submits these names to the President with his comments.
- The President issues the appointment decisions.
Fourth: Secretariat
It is headed by the secretary and administratively reports to the director of the Center. Its tasks are as follows:
1- Attending the meetings of the administrative body.
2- Preparing the agenda for the administrative body's meetings based on the Center director's proposal and informing him of the members of the body.
3- Recording the deliberations of the meetings, preparing the minutes, having them signed by the director and members of the body, and depositing copies of the minutes.
4- Maintaining the minutes of meetings.
5- Maintaining the contracts and agreements.
6- Maintaining all correspondence received by and sent to the Center.
7- Any other tasks assigned by the director or members of the Center.
Fifth: Fund Secretariat
Headed by the treasurer and reporting administratively to the director of the Center. The treasurer performs the following tasks:
1. Monitoring all the Center's income and expenses and preparing monthly reports to be submitted to the Center's director.
2. Preparing the Center's budgets (monthly, quarterly, and annual).
3. Preparing tables of expenses necessary to implement the requirements of contracts signed with external parties.
4. Ensuring compliance with the provisions of Decision 1273 dated 18/7/2005 and Decision 1045 dated 5/4/2016.
5. Ensuring compliance with all financial, tax, and accounting laws, especially those issued by the Ministry of Finance.
Article 5
The Center's revenues shall consist of:
Revenues generated from services provided to public and private institutions or individuals, subject to the provisions of Decision 1273 dated 18/7/2005 and Decision 1045 dated 5/4/2016, as follows:
1. Thirty percent of the amounts collected shall be transferred to the Lebanese University's revenue account by the central accountant in the Central Administration.
2. The amounts required to cover expenses (70% of the amounts collected) shall be disbursed by the central accountant based on detailed schedules prepared and approved by the Center's director, after approval by the President, to include the following:
- The materials and quantities to be purchased for the execution of the work, along with the estimated price.
- The names of the beneficiaries with their academic or functional titles and the tasks assigned to them in the implementation of the required work.
Article 6
1- The funds referred to in Article 5, Item 2 above and required to cover purchases shall be deposited in the Center's cashier account and disbursed as needed. Based on the orders of the Center's director, the treasurer shall pay the value of withdrawals according to special schedules with the necessary documents, such as invoices and others, and shall send them to the central accountant in the Central Administration after they have been audited by the Center's director.
2- As for the beneficiaries, the amounts shall be transferred to their accounts by the central accountant based on schedules prepared by the Center's director, after they have been reviewed by the financial department and tax calculations have been made in accordance with the tax laws approved by the Ministry of Finance.
3- The accounts related to these contracts (accounts in the Central Administration and necessary open accounts) are reviewed and submitted to the administrative body of the Center. On behalf of the treasurer, the Center director prepares a monthly (or quarterly) report as necessary and submits it to the administrative body of the Center.
4- The President shall assign one of the specialized professors the task of following up and auditing all the Center's accounting operations and financial reports in accordance with the above.
