Based on the discussions that took place within the faculty councils and the workshop held in the Central Administration building where the topic of organizing foreign language teaching in the Lebanese University's faculties was discussed, it was agreed to adopt the following mechanism for foreign language teaching in all Lebanese University faculties:
1. The Language Coordination Office at the Lebanese University is responsible for qualifying students in foreign languages through intensive courses aimed at improving the students' level and providing them with the basic knowledge necessary to follow the foreign language courses included in the study programs, which are the responsibility and subordination of the relevant university faculties.
2. Foreign languages are taught in all departments of the Lebanese University according to the following principles:
A. The office divides the basic knowledge of foreign languages among students into five progressive levels as follows: N0, N1, N2, N3 and N4.
B. The first three levels (N0, N1, N2) are subject to intensive qualification courses, while the last two levels (N3, N4) are linked to the university programs.
C. Each level includes 60 hours of teaching. Students do not receive any credits for levels N0, N1, N2, and 3 credits are allocated for each of levels N3 and N4.
D. The board establishes an equivalency system for students who have studied foreign languages in recognized institutes or centers, with the aim of exempting them only from qualification courses, without affecting the courses included in the study programs. The jury proposes the following system:

E. Each year, the office organizes a standardized test in all the university's faculties to determine the students' level in the basic foreign language. A student is considered to have reached a certain level if they obtain the corresponding mark in the test. The panel proposes the following table:

F. The office draws up a special description for each level of the qualification courses and is responsible for its proper implementation. It also communicates with the teachers of the foreign language courses included in the programs, through the departments of the university faculties, and cooperates with them in order to characterize these courses according to the nature of the specializations of each university faculty and to strengthen their pedagogical capacities.
G. Students are not authorized to register for the first foreign language course included in the study program (N3) if they have not obtained the second level in the qualification course (N2).
H. All university faculties (with the exception of foreign language departments) should include the first foreign language course (N3) in their study program and are assigned the same code. As for the second foreign language course (N4), Lebanese University faculties may include it on a compulsory or optional basis at the discretion of the management of these faculties.
