Decree No. 11750 Organization of the Faculty of Tourism and Hotel Management at the Lebanese University

Chapter 1: General Provisions

 

Article 1

The Faculty of Tourism and Hotel Management has the following objectives:

1. To prepare its students in a highly specialized manner, according to modern scientific principles, to work in the fields of tourism, travel, tour guiding, and hotel and tourist establishment management, and to provide them with the skills and experience necessary to assume management responsibilities in the creation and management of these establishments.

2. Focus on the development and dissemination of scientific research in the various fields of tourism and hotel management, organize it, and contribute to the development and dissemination of sectoral studies directly related to the themes of tourism, travel, tour guiding, and hotel management.

3. Qualify human resources and organize training for tourism institution managers and their administrative staff to improve their technical skills in the areas of management and information.

4. Cooperate and consult with public and private administrations, institutions, and organizations to improve the level of education within the faculty, in line with the real needs of the country and its development.

 

Article 2

The Faculty of Tourism and Hotel Management comprises the following departments:

1. Department of Tourism Management

2. Department of Tour Guiding

3. Department of Hotel Management

4. Other departments whose creation is decided by the University Council on the recommendation of the Faculty Council.

A research, documentation, and publication center is attached to these departments.

 

Article 3

The departments mentioned in the previous article include specialized sections determined by decision of the University Council on the recommendation of the Faculty Council.

 

Article 4

Each department mentioned in Article 2 shall be headed by a professor or assistant professor who is a member of the faculty. Failing that, the department may be headed by a full-time or part-time contract employee from the faculty.

 

Article 5

Research work is carried out within the Faculty of Tourism and Hotel Management, and training work is carried out in the tourism, travel, and hotel centers attached to the faculty or other faculties of the Lebanese University, or in centers, hotels, or tourist facilities chosen by the faculty and approved by it.

 

Article 6

1- The research, documentation, and publication center is responsible for collecting the scientific documents and materials necessary for faculty and students, and ensures the creation of a modern and sophisticated library to meet the needs of studies in the tourism and hospitality sectors. It also coordinates and publishes research and studies carried out by academic bodies within or outside the faculty.

2- The provisions of this decree are determined by decision of the University Council on the recommendation of the Faculty Council.

 

Article 7

Faculty members, each according to their specialty, are responsible for directing and managing studies and research related to the subjects included in the teaching programs, or related to the nature, methods of execution, and management of tourism activity in the country and in the region with which the State maintains economic relations, with the aim of boosting the tourism sector, and then to facilitate the use of these studies by public and private sector tourism institutions, as well as by faculty professors and students.

 

Chapter 2: Degrees

 

Article 8

1- The Faculty of Tourism and Hotel Management prepares its students, within the framework of the competencies of the departments mentioned in Article 2, to obtain the following university degrees:

  • Bachelor's degree
  • Advanced Studies Diploma (DEA)
  • Doctorate

2- The faculty also awards a higher specialization diploma called: Higher Specialized Studies Diploma (DESS).

3- After successfully completing all of their studies and all subjects, students are awarded a university diploma from the faculty, which specifies the section and type of specialization.

 

Chapter 3: Student enrollment

 

Article 9

To be admitted to the first year of the bachelor's degree, students must meet the following conditions:

1. Hold a Lebanese high school diploma or equivalent, or a technical high school diploma (specializing in tourism or hospitality) or equivalent.

2. Pass the entrance exam organized for this purpose by decision of the University Council on the recommendation of the Faculty Council, which includes an oral aptitude test followed by a written test for successful candidates.

 

Article 10

1. The maximum number of students who may be admitted following the examination referred to in the previous article shall be determined by decision of the University Council on the recommendation of the Faculty Council.

2. Students shall be admitted in order of merit, within the limits of the number mentioned above.

3. Any candidate who has obtained an average of 12/20 or more in all of their marks is considered to have passed the competitive examination. A mark of less than 8/20 in foreign languages and 5/20 in any other subject will result in failure of the examination.

4. If the number of candidates who have passed the competitive examination is insufficient, only the successful candidates will be admitted.

5. Candidates who have been accepted to the faculty must complete the registration process within ten days of the date of the announcement of their admission on the faculty notice board, failing which they will lose their right and be replaced by another admitted candidate, in accordance with the sequential rule mentioned in paragraph 3 of this article.

 

Article 11

The Faculty Council may exempt first-year candidates and admit them directly to the second year of the faculty if they hold a higher vocational education diploma (diploma of technical excellence: specialization in tourism and hospitality sciences) whose subjects cover those of the first year of the faculty, in accordance with the following:

1. They must have obtained a minimum grade of 60% in the required specialization diploma.

2. They must pass the entrance exam organized for this purpose by the faculty.

 

Article 12

To be admitted to the Faculty of Tourism and Hotel Management with a view to obtaining a diploma or doctorate, students must meet the following conditions:

1- To obtain a postgraduate diploma: hold a university bachelor's degree in the required specialization with an average of at least 60%.

2- To obtain a doctorate:

  • Hold a bachelor's degree from the Faculty of Tourism and Hotel Management or an equivalent degree in the same specialty with a minimum grade point average of 60%.
  • Hold an advanced studies diploma from the faculty in the same specialty with a minimum grade point average of 60%.

 

Article 13

To be admitted to the first year of the advanced degree program known as the specialized advanced studies diploma, students must meet the following requirements:

1- Hold a bachelor's (or master's) degree from a university or higher education institution in Lebanon (minimum duration of 4 years) or an equivalent diploma, provided that a minimum grade of 60/100 has been obtained.

2- Pass an oral aptitude test organized for this purpose by the faculty administration, upon decision of the University Council and on the recommendation of the Faculty Council.

 

Chapter 4: Teaching and Examination System

 

Article 14

The duration of studies is set as follows:

For a bachelor's degree: four years

For a postgraduate diploma (DEA): two years

For a doctorate: a minimum of three years

For a specialized higher education diploma (DEES): two years.

 

Article 15

1. The study programs for the bachelor's degree and the DEA are set in accordance with Tables 1 to 4 attached to this decree.

2. Courses are taught, discussions are held, reports are presented, and exams are organized in Arabic or in foreign languages (French or English) according to the specializations and the nature of the subjects determined by the faculty.

 

Article 16

The study programs for the specialized higher education diploma are determined by decision of the University Council on the recommendation of the Faculty Council.

 

Article 17

The teaching of subjects included in the bachelor's and advanced studies diploma programs is organized according to a schedule established by the Faculty Council on the recommendation of the councils of the departments concerned. If necessary, and after a proposal from the relevant department and approval by the Faculty Council, these subjects may be taught during partial study periods of the academic year in order to organize the training work and visits prepared by the faculty.

 

Article 18

The bachelor's degree programs of the faculty's departments include the following categories of subjects:

1. Category of theoretical and practical subjects taught within the faculty.

2. Category of practical training subjects taught in centers affiliated with the faculty, in accordance with Article 5 of this decree, or in approved establishments and hotels chosen by the faculty.

3. Subjects related to tourist guidance and study trips organized by the faculty.

 

Article 19

The Faculty Council, on the recommendation of the department councils, defines the training system for faculty students in accordance with the specifications in the study programs, under the supervision of the relevant department and within the limits of available resources. Agreements may be concluded with other universities and institutes to exchange training and visits.

 

Article 20

1. End-of-year examinations shall be held at the end of the academic year in the subjects studied by the student during the year and in the subjects that are behind from previous years.

2. To take the exam in a subject, the student must have attended at least 80% of the classes.

 

Article 21

For all specializations in the faculty, second-, third-, and fourth-year students complete a practical internship of at least four months in one of the centers, hotels, or tourist establishments chosen by the faculty. At the end of each internship, students submit a report on their internship.

Internship grades are divided between the following three specializations:

tourism, travel, tour guiding, and hotel management, as follows:

1. Faculty supervisor 30% (30 points).

2. External supervisor 30% (30 points).

3. Report 40% (40 points). The practical training grade is out of 100, and the passing grade is 60. Students may only advance to the next year after passing the training course.

 

Article 22

Fourth-year students in the various specializations and sections prepare a project during the academic year and, if necessary, are granted additional time after the written exam. This time is determined by the Faculty Council on the recommendation of the relevant department council and may not exceed three weeks.

The project grade is added to the fourth-year grades, and the diploma is only issued after passing the project subject.

 

Article 23

The Faculty Council determines the program of annual scientific field visits and establishes a method for calculating their grade as a percentage of the year's work in the specialization subject, based on the recommendations of the councils of the relevant departments.

 

Article 24

The student moves from the year in which he is enrolled to the higher year if he has passed all subjects or if he has failed a maximum of three subjects in the year in which he is enrolled or in a lower year. Students shall take the exam in the remaining subjects and, if they fail, they shall not be entitled to promotion and, in this case, they shall not be entitled to repeat the year more than once. In November, an exam shall be organized for fourth-year students who have failed a maximum of two subjects.

 

Article 25

1. If the exam for a subject includes a written test and an oral or practical test, the student's grade for that subject is the sum of the written and oral or practical grades. Students who are absent from the exam organized at the end of the year are considered absent from the scheduled exam.

2. Only students who have passed the written exam are admitted to the oral exam.

 

Article 26

Students' success in the subjects is assessed according to the university's system, in accordance with the criteria approved for this purpose.

 

Chapter 5: Teaching, technical, and administrative staff of the Faculty of Tourism and Hotel Management

 

Article 27

The appointment of teaching and technical staff at the Faculty of Tourism and Hotel Management shall be carried out in accordance with the law.

 

Article 28

The teaching and technical staff of the Faculty of Tourism and Hotel Management shall comprise teaching staff and technical staff.

 

Article 29

Teaching staff at the faculty shall be set at 60% of the number of teaching hours, according to the distribution of subjects taught and in accordance with the legal quorum.

 

Article 30

Teaching staff at the Faculty of Tourism and Hotel Management shall consist of:

* Professors, assistant professors, assistants, laboratory heads, hotel or tourist establishment managers, and technical trainers.

 

Article 31

1. The conditions for the appointment, promotion, and contract of members of the teaching staff are set in accordance with what is approved at any given time by the Faculty of Economics and Management.

2. The President of the university may, on the recommendation of the unit's council, hire professors whose experience and specialization are recognized, without being required to comply with the hiring conditions in force in the faculties of the Lebanese University, for the subjects and tasks determined by the faculty.

 

Article 32

1. Administrative and technical staff in category III and lower positions shall be determined in accordance with Table No. 5 appended to this decree.

2. The conditions for appointment to the above-mentioned staff shall be determined in accordance with the rules in force in all units of the Lebanese University.

 

Chapter 6: Transitional and Final Provisions

 

Article 33

Teaching and research activities are carried out at the Faculty of Tourism and Hotel Management and in the faculties of the Lebanese University, while training and other tasks entrusted to the Faculty of Tourism and Hotel Management are carried out in the faculties of the university or in tourist establishments, hotels, and restaurants, with which contracts are concluded pending the creation of the tourism centers provided for in Article 5 of this decree.

 

Article 34

The curricula for bachelor's degrees, advanced studies diplomas, and specialized higher education diplomas shall be modified, and new specializations may be added according to the needs of the tourism and hospitality sector, by decision of the University Council and on the recommendation of the Faculty Council.

 

Article 35

This decree shall enter into force as of the 1997-1998 academic year.

 

Article 36

This decree shall be published and communicated where necessary.
