Article 1
An Institute of Fine Arts is hereby established at the Lebanese University.
Article 2
In addition to the general provisions set forth in Regulatory Decree No. 2883 of December 16, 1959, establishing the organization of the Lebanese University, the Institute of Fine Arts shall be subject to the provisions of this decree.
Article 3
The Institute of Fine Arts shall comprise:
- The Department of Architecture
- The Department of Decorative Arts
- The Department of Drawing and Painting
- The Department of Sculpture
- The Department of Engraving
- The Department of Theater
- The Center for Artistic Research
Other departments, sections, and centers may be created within this institute upon the recommendation of the Minister of National Education, by decision of the University Council, and upon the recommendation of the Institute Council.
Article 4
Mission of the Institute of Fine Arts:
- Organize and deliver courses enabling students to obtain a higher education diploma in each of the artistic disciplines taught by the institute's departments.
- Organize artistic conferences aimed at drawing on the experiences and artistic achievements of masters of art, and to formulate constructive recommendations likely to raise the level of national art.
- Cooperate with higher education institutions dedicated to similar artistic studies.
- Organize artistic competitions among its students and organize school exhibitions.
- Participate in similar international activities.
- Organize, coordinate, and encourage comparative artistic research and studies.
Article 5
Teaching at the Institute of Fine Arts is provided according to a system of years, and the duration of studies in each department is set as follows:
1- Duration of studies for the higher education diploma in architecture:
a. One preparatory year
b. Four years (theoretical and practical)
c. One final year (applications)
2- Duration of studies for the higher education diploma in decorative arts:
a. One preparatory year
b. Four years (theoretical and practical)
3- Length of study for a higher education diploma in drawing and painting:
a. One preparatory year
b. Three years (theoretical and practical)
4- Length of study for a higher education diploma in sculpture:
a. One preparatory year
b. Three years (theory and practice)
5- Length of study required to obtain a higher education diploma in engraving:
a. One preparatory year
b. Three years (theory and practice)
6- Length of study required to obtain a higher education diploma in dramatic arts:
a. One preparatory year
b. Three years (theory and practice)
Article 6
The conditions for admission to the institute, the study programs, the school programs, and the examination system are determined by decision of the University Council on the recommendation of the Institute Council, subject to the approval of the Minister of National Education.
Article 7
On an exceptional basis, for a period of three years from the date of entry into force of this decree, the director of the institute may be appointed without being subject to the provisions relating to candidacy and recommendation.
During the same period, the director may be chosen from among specialists outside the staff.
In this case, he or she shall be appointed by decree on the recommendation of the Minister of National Education, accompanied by a draft three-year contract specifying the remuneration, allowances, and other obligations of both parties.
Article 8
Three Lebanese figures recognized for their competence and experience shall be added on a permanent basis to the Institute's Council in an advisory capacity. They shall be appointed by decree for a term of three years on the proposal of the Minister of National Education, on the recommendation of the University Council, on the proposal of the Institute Council.
The term of office of the Council shall be three years.
Article 9
On an exceptional basis, for a period of two years from the date of entry into force of this decree, members of the teaching staff and department heads may be appointed without being subject to the provisions relating to candidacy, recommendation, and election.
Article 10
The technical research center shall be chaired and directed by a professor or associate professor, upon the recommendation of the Institute Council.
In the absence of a professor or associate professor on the staff, the University Council is authorized to recruit a specialist for this purpose.
Article 11
The program and regulations of the technical research center are determined by decision of the Minister of National Education, upon the recommendation of the Institute Council and after consultation with the University Council.
Article 12
The technical and administrative premises of the Institute of Fine Arts shall be determined in accordance with the laws and regulations in force.
Article 13
Only persons who meet the requirements for appointment as members of the teaching staff may be employed to teach at the institute.
Article 14
Students are admitted to the first year of each department of the Institute following a competitive examination organized by the Institute, which sets the conditions and pass rates.
Article 15
Students are admitted to the Institute after registering and paying the full amount of the required fees.
Article 16
Students at the institute are subject to the registration fees set for all faculties and institutes of the university.
Article 17
Students at the institute are subject to all the provisions of the internal regulations of the Lebanese University and the internal regulations of the institute, established in accordance with the regulations in force at the university.
Article 18
This decree shall be published and communicated where necessary.
