Decree No. 3200 Determining the conditions for appointing and promoting teaching staff at the Institute of Social Sciences

Article 1

 

The appointment of a candidate from outside the staff to the tenured staff of the Institute of Social Sciences at the Lebanese University is subject to the following conditions:

- They should hold a first-class doctorate.

- They should have published at least five research papers.

- They should have been engaged in higher education for at least five years after obtaining the aforementioned doctorate.

 

Article 2

 

The appointment of an assistant professor candidate from outside the tenured staff to the teaching staff of the Institute of Social Sciences is subject to the following conditions:

a. Hold a first-class doctorate degree

- Have at least two years of experience in higher education after obtaining the aforementioned doctoral degree.

b. Hold a second-class doctorate

- Have published at least three research papers after obtaining the aforementioned doctoral degree.

- Have at least four years of experience in higher education after obtaining the aforementioned doctoral degree.

 

Article 3

 

The following conditions shall apply to the appointment of adjunct professors at the Institute of Social Sciences:

a - Hold a second-class doctorate degree.

- Have at least two years of higher education experience after obtaining the aforementioned doctoral degree.

 

Article 4

 

Taking into account the provisions of Article 16 of Law No. 6/70 issued on 23/2/1970 and the general provisions relating to the promotion of employees in public administrations,

In order for an assistant professor who is a member of the tenured staff to be promoted to the rank of professor, he or she should meet the conditions set forth in Article 1 of this decree. In order for an adjunct professor who is a member of the tenured staff to be promoted to the rank of assistant professor, he or she should meet the conditions set forth in Article 2 of this decree.

 

Article 5

 

The University Council, based on the recommendation of the Institute Council, classifies doctoral degrees or equivalent degrees into two categories, provided that these degrees are preceded by a bachelor's degree in philosophy, a bachelor's degree in one of the social sciences, a bachelor's degree in mathematics or statistics, or the equivalent of these degrees.

 

Article 6

 

The research required of a candidate for the rank of professor should demonstrate a depth of knowledge in his or her field of specialization that qualifies him or her to be a recognized authority in that field.

The University Council shall evaluate, based on the recommendation of the Institute Council, the degrees, research, and teaching experience referred to in Articles 1, 2, and 3 of this decree.

Research on the basis of which the candidate obtained his/her degrees shall not be considered as research required for appointment and promotion. Research on the basis of which the candidate was previously appointed or promoted shall not be taken into consideration for promotion. The decisions of the University Council on these matters shall be taken by a two-thirds majority of the members of the Council.

 

Article 7

 

In addition to the conditions of appointment set forth in Articles 1, 2, and 3 of this decree, the appointee shall be assigned to one of the Study or Research Centers referred to in Article 5 of Decree No. 7367 dated 18 August 1961, by a decision issued by the University Council based on a proposal from the Institute Council.

In order to join the Study Center, candidates should have completed at least the minimum number of hours required annually from those enrolled in the Institute, half of the teaching quota set for the category or rank for which they are applying.

In order to join the Research Center, candidates should have practiced social research for at least two years with a level of skill assessed by the Institute Council and have taught at least two hours per week during those two years or during two other years. The University Council, based on a proposal from the Institute Council, has the right to appoint certain members of the current tenured staff to one of the Study or Research Centers stipulated in Article 5 of Decree No. 7367 dated 18 August 1961.

 

Article 8

 

All provisions contrary to this decree or inconsistent with its content are hereby repealed.

 

Article 9

 

This decree shall be published and communicated where necessary and shall come into force immediately upon publication.
