Decree No. 4418 Establishment and organization of the Faculty of Public Health

Chapter I: General Provisions

 

Article 1

 

A new faculty shall be established at the Lebanese University under the name "Faculty of Public Health", whose mission shall be to provide higher education and conduct research in the fields of nursing and laboratory sciences.

 

Article 2

 

The Faculty of Public Health referred to in the previous article shall consist of the following two branches

1- Nursing Sciences.

2- Laboratory Sciences.

 

Article 3

 

Each of the two branches shall include specialized academic departments approved by the University Council based on the recommendation of the Faculty Council.

 

Article 4

 

The provisions that take into account the fields of university branches in all university faculties shall apply to the formation of the council of each branch and the determination of its powers.

 

Article 5

 

The appointment of the director of each branch and the determination of his powers, rights, and legal duties shall be governed by the provisions applicable to the director of a university branch in other university faculties.

 

Chapter II: Certificates

 

Article 6

 

The Faculty of Public Health at the Lebanese University grants the following certificates:

 

First: In the field of nursing sciences

1. Bachelor's degree in nursing

2. Diploma of specialization in nursing

3. Doctorate in nursing

 

Second: In the field of laboratory sciences

1. Bachelor's degree in laboratory sciences

2. Diploma of specialization in laboratory sciences

3. Doctorate in Laboratory Sciences

 

Article 7

 

The duration of study for the aforementioned degrees is determined as follows:

1. Three academic years for a bachelor's degree

2. Two years for a specialization diploma

3. Four years for a doctorate

 

Chapter III: Student Enrollment

 

Article 8

 

Admission to the first year of the bachelor's degree program is subject to the following conditions:

1. Possession of the Lebanese Baccalaureate, Section II, or the Lebanese Technical Baccalaureate, Section II, or their equivalent.

2. Success in an entrance examination organized for this purpose by decision of the University Council based on the recommendation of the Faculty Council.

 

Article 9

 

The entrance exam referred to in the previous article shall include the following written tests:

Article 10

 

A separate competition shall be organized for each of the nursing sciences and laboratory sciences.

 

Article 11

 

1- The maximum number of students who can be accepted in each branch shall be determined by the results of the competition, and decisions shall be made by the University Council based on the recommendation of the Faculty Council.

2- Students shall be accepted according to their exam results, without any other consideration, and within the limits of the number mentioned above.

3- Those who achieve a score of 10/20 or above in their total grades, without any additional points, shall be considered successful in the exam.

4- If an insufficient number of candidates pass the exam, only those who pass shall be accepted.

5- Candidates who have been accepted to the faculty should complete their registration procedures within one week of the date of announcement of their acceptance on the notice board, under penalty of losing their right to enrollment and being replaced by other successful candidates in accordance with the order of priority referred to in the second paragraph of this article.

 

Chapter IV: Teaching and Exam System

 

Article 12

 

1- The duration of study to obtain a bachelor's degree is three academic years, totaling thirty-three months of teaching and training.

2- The duration of study to obtain a diploma of specialization is two academic years, totaling eighteen months of teaching and training.

 

Article 13

 

1- Classes for the bachelor's degree shall begin at the beginning of September and end at the end of July.

2- Classes for the specialization diploma begin at the beginning of October and end at the end of June.

 

Article 14

 

It is not permissible to pursue the specialization diploma program at the faculty before practicing the profession for at least two years after obtaining the bachelor's degree.

 

Article 15

 

1- The curricula for the bachelor’s degree in nursing shall be determined in accordance with the attached tables, while the curricula for the bachelor's degree in laboratory sciences, the Diploma in Specializations, and the Doctorate degrees shall be determined by a subsequent decree.

2. The details of the above-mentioned curricula shall be determined by the University Council based on the recommendation of the Faculty Council.

 

Article 16

 

1. The academic year shall be divided into two semesters, with an exam at the end of each semester covering the courses of the semester that has ended.

2- In addition to the final exam for the semester, students shall take at least two partial exams in each subject during each semester.

3- The student's success or failure at the end of the academic year shall be determined on the basis of the total of the aforementioned exams, according to an evaluation system established by the University Council based on the recommendation of the Faculty Council.

 

Article 17

 

A student pursuing a bachelor's degree or a diploma of specialization is not entitled to repeat more than one academic year during his or her studies for either of the two degrees mentioned above.

 

Chapter Five: Transitional & Final Provisions

 

Article 18

 

1- During the first two academic years of study in the Nursing Sciences, and in compliance with the provisions of Articles 8, 9, and 11 of this decree, students may be admitted directly to the second and third academic years of the bachelor's degree in nursing, provided that they have completed more than half of the courses prescribed for the academic year that they wish to skip.

2. Those admitted to the Nursing Sciences in this manner should complete the courses they have missed at the faculty in accordance with a system established by the University Council for this purpose based on a proposal from the Faculty Council.

 

Article 19

 

Any nurse who obtained a license to practice as a legal nurse before 1970 shall be exempt from the requirement to hold the certificate stipulated in the first paragraph of Article 8 of this decree.

 

Article 20

 

The responsibility for one or more academic departments in the nursing sciences may be entrusted to a public benefit institution with proven experience in this field, pursuant to a special agreement concluded for this purpose between the Lebanese University and the said institution.

 

Article 21

 

This decree shall be published and communicated where necessary.
