Decree No. 7367 of 18 August 1961 on the organization of the Institute of Social Sciences

Article 1

 

In addition to the general provisions stipulated in Regulatory Decree No. 2883 governing the Lebanese University, the Institute of Social Sciences shall be subject to the following provisions:

 

Article 2

 

The mission of the Institute of Social Sciences is:

1- Organizing advanced courses in sociology that qualify students to obtain a degree in sociology.

2- Conducting scientific analyses of Eastern social conditions and contributing to the publication of scientific works.

3- Cooperating with higher education institutions concerned with social studies.

4- Organizing and coordinating publications and documents related to sociology and making them available to official and private bodies working in this field.

 

Article 3

 

The Institute’s Council shall consist of:

- President: Director of the Institute

- Members:

The Head of the Center for Studies

The Head of the Research Center

A professor elected by his colleagues at the Center for Studies

A professor elected by his colleagues at the Research Center

 

Article 4

 

In addition to the Institute’s Board, the Director shall be assisted in the Institute’s administrative affairs by an Advisory Board consisting of three Lebanese figures concerned with social sciences and all educational and cultural affairs, and one representative each from the Civil Service Council, the Ministry of Planning, and the Ministry of Social Affairs.

The members of this council shall be appointed by decree for a term of two years, based on the recommendation of the Minister of National Education.

 

Article 5

 

The Institute of Social Sciences includes:

1- The Center for Social Studies

2- The Center for Scientific Research and Reference

Centers may be established by decision of the University Council based on a proposal from the Institute Council, provided that this is accompanied by a decree.

 

Article 6

 

The degree in sociology, in addition to a preparatory general education certificate for social studies, consists of the following higher degrees in:

- General Sociology

- Social psychology

- Honorary Sociology, particularly Sociology of Arab Countries.

- Statistics or social statistics or political and social economics or economic geography of the East or political sociology.

For a period of two years, the Institute accepts students who hold a general culture certificate awarded by the Faculty of Arts in Lebanon.

The equivalence of degrees awarded by faculties of arts in Lebanon to the above-mentioned degrees is determined in accordance with the internal regulations.

 

Article 7

 

Based on the recommendation of the Institute’s Council, the University Council has the right to determine the type and number of certificates that comprise the degree, as well as to establish and amend the curricula and programs of the certificates, subject to the approval of the Minister of Education.

 

Article 8

 

Each higher education certificate has a platform filled by a professor, who is responsible for teaching in terms of research, theoretical lessons, exercises, and scientific application.

The professor is assisted in his or her field by an assistant professor and an adjunct professor.

If there is no professor for a particular degree, an assistant professor or another member of the teaching staff appointed by the University Council shall temporarily take his place.

 

Article 9

 

The filling of a position for a particular degree is the responsibility of the University Council, which shall elect one of the professors at the Institute who teach the subject of the degree in question.

 

Article 10

 

The Center for Social Research & Reference shall be headed by a professor or assistant professor, based on the recommendation of the Institute Council. If there is no professor or assistant professor available, the University Council shall have the right to contract an expert in sociology.

 

Article 11

 

The Center for Social Research & Reference shall consist of the following departments:

- Rural Sociology

- Industrial Sociology

- Civil Sociology

- Cultural Sociology

- Legal Sociology

The Center has a scientific library dedicated to the Institute.

 

Article 12

 

Departments may be established or abolished by decision of the University Council based on a proposal from the Institute Council, provided that such decision is accompanied by a decree.

 

Article 13

 

Each department is managed by a professor assisted by an assistant professor and a number of researchers, who are appointed based on the recommendation of the Institute Council and the approval of the University Council.

 

Article 14

 

The teaching staff consists of professors, assistant professors, adjunct professors, and researchers.

 

Article 15

 

Professors at the Institute of Social Sciences should hold a state doctorate in sociology after completing their education, or a state doctorate in law or economics, and have five years of experience in higher education.

 

Article 16

 

An assistant professor at the Institute of Social Sciences should hold a state doctorate in sociology after completing their education, or a state doctorate in law or economics, and have two years of teaching experience.

Or a postgraduate diploma in one of the subjects that make up the degree and two years of higher education experience.

Or a diploma specializing in sociology from a higher institute and five years of higher education, or a bachelor’s degree and six years of higher education.

 

Article 17

 

Adjunct professors and researchers at the Institute of Social Sciences should hold a state doctorate in sociology after completing their bachelor’s degree, or a state doctorate in law, or a state doctorate in economics.

Or a postgraduate diploma in one of the subjects of law or one of the subjects that make up the degree, or a degree in sociology or an educational degree and four years of secondary education.

 

Article 18

 

The Institute shall be entitled to contract investigators within the limits of the appropriations allocated for this purpose in the budget. Investigators shall be required to hold the Lebanese baccalaureate or its equivalent and to pass a competitive exam conducted by the Institute when the term of the contract exceeds six months.

 

Article 19

 

Only those who meet the conditions for appointment with the teaching staff or who have at least ten years of experience in higher education in law or literature in one of the subjects included in the sociology degree program may be contracted to teach at the Institute of Social Sciences.

 

Article 20

 

The teaching staff and technical personnel of the Institute of Social Sciences shall be determined in accordance with Table 1 attached to this decree.

This table shall remain in effect until the 1962 budget is issued, after which the aforementioned staff shall be determined in the annual budget.

 

Article 21

 

The administrative staff of the Institute of Social Sciences shall be determined in accordance with Table No. 2 attached to this decree.

 

Article 22

 

The salary scale for teaching staff at the Institute of Social Sciences shall be determined in accordance with the salary scale for teaching staff at the Lebanese University.

 

Article 23

 

This decree shall be published and communicated as necessary.
