Article 1
A Press Institute is hereby established at the Lebanese University with the following mission:
1- To organize advanced courses in journalism enabling students to obtain a bachelor's degree in journalism.
2- Conduct scientific research on the history of the press, particularly the Lebanese and Arab press, its evolution, ways to improve its level, and ways to take advantage of its benefits.
3- Collect and coordinate publications and documents related to the press.
Article 2
In addition to the general provisions set forth in the regulations of the Lebanese University, the Press Institute is subject to the following provisions:
Article 3
The Press Institute comprises:
1- The Department of Journalism Studies
2- The Department of Press Research & Reference
Other departments, branches, and centers may be created within this Institute by decree issued on the recommendation of the Minister of National Education, upon the decision of the University Council, on the recommendation of the Institute Council.
Article 4
The Institute Council shall be composed of the director of the Institute, who shall be its chairperson.
The following members:
- Head of Studies Department of the Institute
- Head of Research Department of the Institute
- Representative of the Research Department, elected by their colleagues
- Representative of the Studies Department, elected by their colleagues
The term of office of the Council shall be three years.
Article 5
On an exceptional basis, for a period of three years from the date of entry into force of this decree, the director of the Institute may be appointed without being subject to the provisions relating to application and recommendation.
During the same period, the director may be chosen from among competent individuals outside the staff.
In this case, he or she shall be appointed by decree issued on the recommendation of the Minister of National Education, accompanied by a draft contract for a term of three years specifying the remuneration, allowances, and other obligations of both parties.
Article 6
On an exceptional basis, for a period of two years from the date of entry into force of this decree, members of the teaching staff may be appointed without being subject to the provisions relating to application and recommendation.
Article 7
The director of the Institute is responsible for drawing up the Institute's draft programs and courses, organizing examinations, and setting admission requirements. To this end, he or she may call upon experts in the field of journalism. The draft programs and courses, the organization of examinations, and the conditions for admission shall be submitted to the University Council for review and approval, and then to the Minister of National Education for approval.
Article 8
The bachelor's degree in press sciences comprises a preparatory general education certificate and four higher diplomas defined in the programs referred to in Article 7, which also specifies the program and programs of the preparatory certificate.
Article 9
On the recommendation of the Institute Council, the University Council is authorized to modify the type and number of degrees comprising the bachelor’s degree in Press Studies, as well as the programs and curricula of the degrees, subject to the approval of the Minister of National Education.
Article 10
Teaching at the institute is provided in accordance with the system of independent higher education degrees, and no order is required for the award of these degrees, except for the preparatory degree obtained by the student at the end of the first year. Students may not enroll in any other degree program until they have passed the examination for that degree.
Article 11
Each higher education diploma is awarded by a tenured professor who is responsible, as appointed by the University Council on the recommendation of the Institute Council, for teaching in his or her discipline in terms of research, theoretical courses, exercises, and practical work.
The tenured professor collaborates with other professors, assistant professors, assistants, and contractual staff. In the absence of a tenured professor for one of the degrees, an assistant professor shall replace him on a temporary basis, or any other member of the teaching staff designated by the University Council on the recommendation of the Institute Council.
Article 12
A contract to teach at the Institute of Journalism may be concluded with any person who meets the following conditions:
1) For the position of professor:
Hold a State PhD in the subject to be taught and have five years of experience in higher education.
2) For the position of assistant professor:
Hold:
- A State PhD in the subject to be taught and two years of experience in higher education
; or
- or a higher education diploma or certificate of aptitude and have four years of experience in higher education; or
- A specialization diploma from a higher education institution and have five years of experience in higher education or ten years of experience in their field of specialization; or
- A bachelor's degree in education, or a bachelor's degree in law or political science or in one of the subjects to be taught, and five years' experience in higher education; or
- Have recognized literary, artistic, legal, or journalistic influence for at least ten years.
3) For an assistant position
Hold:
- A state PhD in the subject to be taught; or
- A higher education diploma or certificate of aptitude and have taught at secondary level for two years; or
- A bachelor's degree in one of the subjects to be taught; or
- A teaching degree; or
- A specialized diploma from a higher education institution in one of the subjects to be taught and have four years of secondary school teaching experience or have worked in their field of specialization for at least four years; or
- Have at least five years of recognized literary, artistic, legal, or journalistic experience.
Article 13
The department of the Institute is headed by a professor or associate professor appointed by the Institute Council and designated by the President of the university after approval by the council. In the absence of a professor or associate professor, the President of the university is authorized to recruit a department head from outside the Institution, provided that he or she meets the conditions required for appointment to the university teaching staff.
Article 14
The President of the university has the right to recruit:
- A director of publication
- Editorial director
- An investigative journalist
- An informant
- An editor-in-chief
- An editor
- A plant manager
- A workshop manager
- A librarian
- An assistant librarian
- A coordinator
- A designer
- A photographer
- A cartoonist
- An industrial worker, mechanic, electrician, or printer
This shall be done within the limits of the funds allocated for this purpose in the budget and under the conditions set forth in Articles 15, 16, 17, 18, 19, and 20 below:
Article 15
The editor-in-chief should meet the requirements for the position of assistant professor.
Article 16
The editor-in-chief and the librarian should meet the requirements for assistants.
Article 17
The investigative journalist, reporter, editor-in-chief, deputy editor-in-chief, assistant librarian, or coordinator should hold a Lebanese high school diploma or equivalent.
Article 18
The plant manager and workshop manager should hold a diploma from the Beirut School of Trades or an equivalent diploma in the field in which they are to work.
Article 19
The draftsman, photographer, and cartoonist should hold a Lebanese high school diploma or equivalent and have practiced their art for at least three years or have a reputation in their art recognized by the University Council.
Article 20
Industrial workers, mechanics, electricians, or printers should hold a professional certificate or proof of at least three years' experience in the job for which they are being hired.
Article 21
The technical and administrative premises of the Press Institute, the specific conditions for appointment to permanent staff positions, and the scale of grades and salaries for these positions shall be determined in accordance with the laws and regulations in force.
Article 22
Students should be admitted to the institute after registration and payment of all fees set by all faculties and institutes of the university.
Article 23
Students at the Institute are subject to all the provisions of the internal regulations of the Lebanese University and the internal regulations of the Institute, established in accordance with the regulations in force at the university.
Article 24
This decree shall be published and communicated to whom it may concern.
