Article 1
The mission of higher education teachers includes the following:
1- Preparing secondary school teachers in the field of education, both theoretically and practically.
2- Instilling a spirit of understanding among their students so that their mission is to spread national unity and civic virtues, especially in the institutions where they work.
3- Organizing educational conferences and seminars aimed at bringing together specialists working in education in Lebanon and abroad to discuss educational issues, benefit from their experiences, and develop constructive recommendations that will raise the level of schools.
Article 2
The Higher Institute for Teachers comprises two departments:
- Education Department
- Teaching Department
It is affiliated with a model secondary school for boys and girls.
Article 3
The Education Department includes the following sections:
1- Educational preparation to obtain competence in secondary education.
2- Educational preparation to obtain competence in educational inspection.
3- Educational preparation to obtain competence in secondary school administration or teacher training.
4- Center for Educational Research & Studies.
The Education Department, in conjunction with the Teaching Department, is responsible for the educational and scientific supervision of the model secondary school affiliated with the Institute.
Article 4
The Education Department consists of two branches: literary and scientific.
1- The literary branch includes eight divisions:
- Arabic language and literature
- French language and literature
- English language and literature
- Psychology
- Education
- Philosophy
- Geography
- History
2- The scientific branch includes four sections:
- Mathematical sciences
- Physical sciences
- Chemical sciences
- Natural sciences
Other sections may be added in accordance with the educational curricula and programs, based on the recommendation of the Institute Council and the approval of the University Council.
Article 5
The duration of study in the Education Department of the Higher Institute for Teachers is set at five years to obtain a degree and qualification for secondary education.
Article 6
Students continue their studies at the Higher Institute for Teachers in its literary and scientific branches to obtain a teaching degree in one of the specializations.
After obtaining their teaching license, they complete their specialized education and theoretical and practical pedagogical courses and, after one year of study, if they pass their exams, they obtain a certificate of competence for secondary education. The most outstanding students may be allowed to continue their specialization abroad. In this case, the undertaking stipulated in Article 14 of this decree shall be postponed until after their return or replacement by provisions deemed by the Ministry of Education to be in the public interest.
Article 7
Students at the Higher Institute for Teachers shall be trained in the secondary school affiliated with the Institute or in other secondary schools under the supervision of their professors.
Article 8
Holders of at least a teaching degree who have taught secondary school for at least three years in the preparatory divisions for secondary school administration or teacher training institutes or for educational inspection shall be accepted.
They shall be admitted after passing an examination conducted by the Institute for this purpose if the number of candidates exceeds the number of students who can be admitted to these two departments.
After successfully completing the academic year, students shall receive a certificate of competence authorizing them to manage secondary schools and teachers' colleges or to conduct educational inspections.
The Minister of National Education shall determine the number of these students according to the needs of the relevant administrations.
Article 9
The University Council shall determine the number and type of certificates comprising the various degrees and shall designate their curricula based on the proposal of the Council of the Higher Institute for Teachers, subject to the approval of the Minister of National Education.
Article 10
Only students who pass a competitive examination organized for this purpose at the beginning of each academic year shall be admitted to the education department of the Higher Institute for Teachers. Lebanese citizens, whether employed or unemployed, may apply for this examination.
Article 11
The Minister of National Education shall determine the maximum number of official students who may be admitted to the education department of the Higher Institute for Teachers for each branch and each division. The value of the scholarship shall be determined within the appropriations allocated for this purpose in the Institute's budget at least one month before the date of the competition. Successful candidates shall be admitted in order of their marks.
Article 12
The competition shall be organized and the examination committee shall be appointed by a decision of the University President, after approval by the University Council, based on a proposal from the Institute Council.
Article 13
The University President shall announce the results of the competition based on the report of the examination committee, and the Minister of National Education shall issue a decision to admit the successful candidates as official students at the Institute.
Article 14
Every student accepted into the education department of the Higher Institute for Teachers is required to submit a notarized undertaking to teach in official secondary schools for a period of five years, under penalty of a fine of five hundred Lebanese pounds for each academic year required at the Institute, with the full value of the scholarship to be returned, if he leaves the Institute or refuses to work at the center assigned to him by the Ministry of National Education, or is expelled from the Institute or his job before the end of the period of the undertaking.
Graduates who are not appointed within six months of their graduation date shall be exempt from the undertaking, provided that they notify the Ministry in writing at least one month before the end of this period.
Article 15
Every holder of a teaching degree or equivalent is entitled to continue their studies at the Institute in order to obtain a teaching certificate and sit its exams, subject to the following conditions:
- They should pass an exam covering all educational subjects specified for students of the degree.
- The number of students in the division to which they wish to belong should not exceed the number specified in Article 11.
- These students shall not receive scholarships and should not be required to teach in public schools.
The conditions for the appointment and contracting of teaching staff in the Education Department and in the Literary Branch of the Education Department at the Higher Institute for Teachers are those stipulated for teaching staff at the Faculty of Letters in Decree No. 2883 of 16 December 1959 and the conditions for the appointment and contracting of teaching staff in the Scientific Branch of the Education Department at the Higher Institute for Teachers are those stipulated for teaching staff at the Faculty of Science in Decree No. 2883 of 16 December 1959.
Article 16
The Higher Institute for Teachers, with the approval of the University Council and special permission from the Minister of National Education, has the right to establish an internal department for its students, providing them with an atmosphere conducive to serious and sober work and career guidance, so that students' mental, scientific, moral, and educational preparation is integrated.
Article 17
The internal regulations, the curriculum of the Educational Research Center, and the model secondary school system shall be determined by a decision of the University Council based on the recommendation of the Institute Council and the approval of the Minister of National Education.
Article 18
The Institute Council shall consist of the heads of departments, if any, or three members elected by the teaching staff, with preference given to those who are members of the staff. The term of office of the Council shall be three years.
Transitional Provisions
Article 19
Until the Higher Institute for Teachers completes the organization of the Faculty of Letters and the Faculty of Science in their entirety, its students shall continue to take some of their courses at the Faculties of Letters and Science at the Lebanese University.
Article 20
This decree shall be published and communicated as necessary.
