Chapter 1: General Provisions
Article 1
The mission of the Faculty of Public Health at the Lebanese University is to provide higher education, training, and scientific research in the field of public health, including nursing, laboratory sciences, physiotherapy, medical management, medical and social supervision, rehabilitation of persons with disabilities, etc.
Article 2
A university branch of the Faculty of Public Health shall be established in each governorate, the start of whose activities shall be determined by decision of the University Council on the recommendation of the Faculty Council.
Article 3
The university branch referred to in the previous article shall comprise the following university departments:
1. Department of Nursing
2. Department of Laboratory Sciences
3. Department of Physiotherapy
4. Department of Medical Management
5. Department of Medical and Social Supervision
6. Department of Rehabilitation of Persons with Disabilities
7. Other departments whose creation is decided by the University Council on the recommendation of the Faculty Council.
Chapter 2: Degrees
Article 4
The Faculty of Public Health prepares its students, within the framework of the specializations mentioned in the previous article, to obtain the following university degrees:
1. Bachelor's degree
2. Graduate degree
3. Doctorate
Chapter 3: Student enrollment
Article 5
To be admitted to the first year of the bachelor's degree, students must meet the following conditions:
1. Hold the Lebanese baccalaureate - second branch - or the technical baccalaureate, or an equivalent diploma.
2. Have passed the entrance examination organized for this purpose by decision of the university on the recommendation of the Faculty Council.
Article 6
Students may be admitted directly to the second year of a bachelor's degree program, subject to the following two conditions:
1. Hold a bachelor's degree from the Faculty of Sciences of the Lebanese University or a technical diploma of excellence in accordance with the tables and specialization courses established by the Faculty Council.
2. Pass an entrance exam organized for this purpose by decision of the university on the recommendation of the Faculty Council.
Article 7
1) The maximum number of students who may be admitted following the entrance exam referred to in Article 5 shall be determined by decision of the University Council on the recommendation of the Faculty Council.
The number of students who may be admitted directly to the second year of the bachelor's degree program following the competitive examination shall be set by decision of the Faculty Council so that the number of second-year students does not exceed the maximum number of first-year students in the previous academic year in the requested specialization.
2) Students are admitted based on their ranking in the competitive examination, without any other consideration, and within the limits of the number indicated above.
3) Any candidate who has obtained an average of 10/20 or more in all of their grades, without retakes, is considered to have passed the competitive examination.
4) If the number of candidates who have passed the competitive examination is insufficient, only the candidates who have passed will be admitted.
5) Candidates who have been accepted to the faculty must complete the registration formalities within one week of the date of the announcement of their admission on the department's notice board, failing which they will lose their right to register and be replaced by another admitted candidate, in accordance with the sequence rule mentioned in the second paragraph of this article.
Chapter 4: Education and Examination System
Article 8
1- The duration of studies for a bachelor's degree is 36 months, including both teaching and training.
2- The duration of studies for a graduate degree is 18 months, including both teaching and training.
3- The study programs for bachelor's and graduate degrees are determined in accordance with the provisions of Articles 17 and 32 of Law No. 75/67 of 12/26/1967 on the organization of the Lebanese University.
Article 9
1) The academic year is divided into two semesters, at the end of which an exam covering the courses of the past semester is organized.
2) In addition to the final exam of the semester, students are required to take at least two partial exams in each subject during each semester.
3) The student's success or failure at the end of the academic year is determined on the basis of all the aforementioned examinations, according to an evaluation system established by the University Council on the recommendation of the Faculty Council.
Chapter 5: Miscellaneous and final provisions
Article 10
Any nurse who held a license to practice nursing before 1970 is exempt from the requirement to hold the diploma referred to in the first paragraph of Article 5 of this decree.
Article 11
Responsibility for the subjects taught in one or more university departments may be entrusted to a public utility organization with recognized experience in this field, pursuant to a special agreement concluded for this purpose between the Lebanese University and the said organization.
Article 12
All provisions contrary to the provisions of this decree or incompatible with its content are repealed, in particular those contained in Decree No. 4418 of October 20, 1981.
Article 13
The Ministry of National Education and Fine Arts is responsible for presenting this matter to the Council of Ministers.
Article 14
This decree shall be published and communicated where necessary.
