Decision No. 400 Establishing the Academic & Research Cooperation Center at the FLPAS

 

Article 1

 

The Academic & Research Cooperation Center shall be established at the Faculty of Law, Political & Administrative Sciences at the Lebanese University.

 

Article 2

 

The mission of the Center is to exchange information and academic and research experiences in the field of law, political and administrative sciences between the Lebanese University and universities, research centers, public and private bodies, and to contribute to the activation of research activity in Lebanon.
The Center is tasked to achieve the following objectives:

  1. Conduct studies and investigations in the scientific fields of each department.
  2. Provide studies and consultations to the Lebanese University and its faculties.
  3. Provide studies and consultations to official and private institutions.
  4. Document studies, information, research and data of laws and jurisprudence.
  5. Organize conferences, seminars and seminars related to the scientific rights of each department.
  6. Cooperate with external study centers to exchange capabilities and conduct joint studies in the scientific fields of each department.
  7. Edit, print and distribute a scientific bulletin that includes the studies and consultations conducted by the Center.

 

Article 3

 

The Center is managed by a president and a scientific council.

 

Article 4

 

The Head of the Center shall be appointed by a decision of the President of the University from among the members of the teaching staff who hold the rank of professor or assistant professor within the staff or from full-time contractors.
1- The term of office of the Head of the Center is three years, renewable once.

2- The Head of the Center shall be exempted from one-third of his educational quota at most at his request and by a decision of the University President based on the recommendation of the University Council.
3- In case of vacancy or absence of the Head of the Center, the Vice President of the Center shall take his place.

4- The Head of the Center is a member of the Faculty Council.

 

Article 5

 

The Head of the Center undertakes the following tasks:

1- Invite the Scientific Council to meet and preside over its meetings, prepare the agenda and prepare the minutes.

2- Prepare the secondary work plan and submit it to the Scientific Council for approval.
3- Prepare the draft budget for academic cooperation and scientific research to be accomplished and submit it to the Scientific Council for approval and refer it accordingly to the Faculty Council within the deadline specified in the university financial system.

4- Prepare the annual report on the academic and research cooperation activities specified in the first article of this decision, and submit it to the University Council after the approval of the Scientific Council and the Faculty Council.
 

Article 6

 

The Scientific Council consists of the President, Vice-President, and heads of scientific departments.

 

Article 7

 

The Deputy Head of the Center and Heads of Departments shall be appointed by a decision of the President of the University, based on the proposal of the Faculty Dean, from among members of the teaching staff or full-time contractors with at least the rank of Assistant Professor. The term of office of the Deputy Head of the Center and Heads of Departments is three years, renewable by a decision of the President of the Lebanese University.

 

Article 8

 

A decision by the President of the University, based on the proposal of the Faculty Dean based on the recommendation of the Scientific Council, shall determine the origins of the Scientific Council's meetings and tasks.

 

Article 9

 

The tasks of the Scientific Council include the following:
1- Propose the Center's policy and submit it to the University Council through the Faculty Council.

2- Approve the projects of the Center's departments.

3- Approve the Center's draft budget.

4- Approve the organization of conferences, scientific seminars, academic exchanges, specialization courses, workshops, and issue publications related to academic and research activity.

 

Article 10

 

The Center works under the supervision of the Faculty Dean. The Scientific Council shall not have the right to address the Faculty Council, the President of the University or its Council except through the Faculty Dean.

 

Article 11

 

The Scientific Council shall meet at least once a month or at the written invitation of its chairpersons or at the request of the Faculty Dean, and the session shall not be legal unless it is attended by at least half of its members.

The Scientific Council takes its decisions by a majority of votes, and in case of equality of votes, the President's vote is considered weighted.
The Faculty Dean has the right to attend the meetings of the Scientific Council and participate in voting and decision-making.

 

Article 12

 

The decisions of the Scientific Council are subject to the approval of the Faculty Council or the University Council according to custom. The Council works to implement the annual program approved by the University Council.

 

Article 13

 

The Center has the following departments:

- Department of State Law

- Business Law Department

- Department of Criminal Sciences

- Department of Political & Administrative Sciences

- International Relations Department

- Department of Health & Environmental Law

- Department of Constitutional Law

- Arbitration Department

- Mediation Department

 

Article 14

 

By a decision of the President of the University, based on the proposal of the Faculty Dean based on the recommendation of the Scientific Council, the origins of the meetings of the Center's departments and the tasks of each department shall be determined.

 

Article 15

 

The funds allocated to the Center shall be noted in the faculty budget.
The Center's revenues consist of:

- The university contribution.

- Projects that are supported by universities or by local or foreign institutions and organizations.

- Revenues from implemented projects.

- Unconditional donations and grants.

 

As for the expenses of research and studies, they are contracted and disbursed according to the principles established in the university financial system, by a decision of the Faculty Dean based on the proposal of the Head of the Center based on the report of the head or heads of the competent departments.

 

Article 16

 

The headquarters of the Center shall be determined by a decision of the President of the University based on the proposal of the Dean.

 

Article 17

 

This decision shall take effect immediately upon its issuance and shall be communicated where needed.
