Decision No. 1905 establishing a health services center at the Lebanese University

Section 1: Tasks and distribution of the center and health units

 

Article 1

A health services center is being set up at the Lebanese University to provide health services and care to students, staff and faculty members of the university.

 

Article 2

The center's services are as follows:

- Provide emergency first aid in case of emergencies occurring on the campuses of the university facilities.

- Monitor the health of students, professors and employees.

- Oversee the health environment of the university and promote health awareness within the university.

- Provide the procedures and vaccinations necessary to prevent the spread of epidemics.

- Guide students and other university employees in disease prevention.

 

Article 3

The center consists of a central unit and a health unit or clinic on each university campus or in a group of university branches in different governorates.

 

Article 4

The units and clinics provide health services on university campuses and in governorates on a daily basis during the working hours of professors, students and employees in the faculties, and 24 hours a day on campuses that include student accommodation units.

 

Section 2: Management of the center and health units

 

Article 5

The center is managed by a doctor, a current or former member of the academic staff, appointed by decision of the President of the university.

 

Article 6

The management and operation of the center, the health units and the clinics are supervised by a central committee appointed by decision of the President of the university and composed of:

- Director of the center

Members:

- A representative of the Faculty of Medical Sciences (from among the teaching staff).

- A representative of the Faculty of Public Health (from among the teaching staff).

- A representative of the Faculty of Pharmacy (from among the teaching staff).

A rapporteur:

- A member of the technical or administrative staff in the third category or the category equivalent to the third category from among those who are contracted or trained.

 

Article 7

The central committee coordinates its activities with the deans of the relevant health faculties, particularly with regard to medical and health issues, as well as all medical and health services provided on the campuses and in the branches of these faculties.

 

Article 8

The center is attached to an administrative and technical body appointed by decision of the President of the university.

 

Article 9

In each health unit or clinic, the health apparatus is composed of:

- A clinic manager: A doctor specializing in internal medicine, member of the university teaching staff.

- One or more qualified nurses depending on the nature of the clinic's duty and the number of beneficiaries.

- An administrative or technical employee or contractor.

 

Article 10

The remuneration of the center director, the members of the supervisory committee, the supervising doctors and the trainers is determined in accordance with the legislative and regulatory provisions applicable to the procedure. These services may also be counted in the quota of teaching and training hours of professors and trainers according to a mechanism determined by the president of the university after approval by the university council.

 

Section 3: Work process in health units

 

Article 11

A- Students in their final years and specialization years of the faculties of medical sciences, dental medicine, pharmacy and public health will work in clinics (each in their area of specialization) according to rotation programs established by the supervisory committee in coordination with the administration of these faculties.

B- The work of these students is considered to form part of the training or internship hours specified in the regulations of each faculty. The percentage of these hours is determined by decision of the President of the university after approval by the Faculty Council, provided that it does not exceed 10% of the number of hours specified in the faculty programs.

 

Article 12

The necessary services and examinations shall be provided free of charge by the health organization referred to in the previous article.

 

Article 13

Specialist doctors among the professors of the Faculty of Medical Sciences may provide medical consultations by prior appointment for all university staff (professors, students and employees) at reduced prices, the value and mechanism of application of which are determined by a decision of the President of the university, provided that they do not in any case exceed the prices set by social security.

 

Article 14

These units shall begin their work in succession according to the availability of the necessary administrative and technical facilities and equipment, and their centers shall be determined by a decision of the President of the university.

 

Article 15

Any provision contrary to the provisions of this decision is hereby annulled.

 

Article 16

This decision shall be communicated as necessary.

Justification of the draft decision to establish a health services center at the Lebanese University

 

  • Considering that the Lebanese University is made up of faculties and branches in different regions, and that to date it has established two campuses, the first at the Rafic Hariri University Campus in Hadath and the second in Fanar, the university is in the process of establishing other campuses in the other governorates. The university is in the process of establishing other campuses in the rest of the governorates, and these two campuses include faculties of applied sciences, medical sciences, dental medicine, pharmacy, public health and other faculties, in addition to other faculties, and their applied academic work can cause emergency accidents and harm to students and workers in the laboratories, which makes it necessary to establish a health services center that includes clinics and health units to provide emergency first aid to students, professors and administrative workers on campus.
  • In addition, the university recently undertook, through a public tender, to manage and operate the student housing units on the university campus in Hadath, which can accommodate about 2,000 students and is expected to be fully occupied. One of the requirements of this facility is the presence of a health services center, as the designs of these facilities include a health services clinic.
  • The center will deal with health monitoring, offer measures and vaccinations to prevent the spread of epidemics and provide the necessary guidelines for health prevention.
  • One of the tasks of the center is to enable students, particularly those in their final years and specializing in the aforementioned higher education institutions, to carry out part of the training and exercise hours required by the teaching systems and programs, up to a maximum of 10% of the total number of hours required.

 

For these reasons, the attached draft decision has been drawn up.
