Decision No. 1278: Mechanism of work and powers of the Office of Inspection & Administrative Development

Article 1

The Office of Inspection & Administrative Development at the Lebanese University consists of:

  1. The Office
  2. The Administrative Inspection Organization
  3. Administrative Development Authority
  4. 4. Secretariat

 

Article 2

The Bureau shall consist of:

- Head of the Office, Chairman

- Administrative Inspectorate official, member

- Administrative Development Agency official, member

 

Article 3

The administrative organs of the Office of Inspection & Administrative Development shown in Appendix Table No. (1) shall be appointed according to the following:

1. Head of the Office of Inspection & Administrative Development

By a decision of the President of the Lebanese University after the approval of its Council, from among the members of the University Council who are staff members or full-time contractors with the rank of professor.

 

2. Members of the Office

By a decision of the President of the Lebanese University, after consulting the head of the Office of Inspection & Administrative Development, from among the members of the teaching staff or full-time contractors with at least the rank of assistant professor.

 

3. Inspection Body

The inspection work shall be carried out by employees and contractual workers who are not members of the teaching staff (as a department head), appointed by a decision of the President of the Lebanese University after consulting the head of the Inspection & Administrative Development Office, who meet the following conditions:

  1. Having been in active service for a period of 20 years or more.
  2. Practicing administrative work in the third category (Head of Department) for at least 8 years.

 

4. Secretary of Office

He shall be appointed by a decision of the President of the Lebanese University after consulting the opinion of the Head of the Office of Administrative Inspection & Development (in the capacity of Head of Department), provided that he meets the conditions mentioned in item 3 above.

 

Article 4

The provisions and texts related to the working mechanism and powers of inspection, administrative development, guidance and direction contained in the decrees related to the establishment and organization of the Central Inspection, especially Articles 2, 12, 18, 17, 19 and 20 of Legislative Decree No. 115 dated 12/6/1959 (establishment of the Central Inspection), Articles 10 and 21 of Decree No. 2460 dated 9/11/1959 (organization of the Central Inspection) and Decree No. 2862 dated 16/12/1959 (Inspection Principles) shall be applied in a manner not inconsistent with Lebanese University regulations and laws.

 

Article 5

Those in charge of inspection duties shall receive a transportation allowance in accordance with the regulations in force at the Lebanese University.

 

Article 6

This decision shall be amended as needed by a decision issued by the President of the Lebanese University after consulting the opinion of the Head of the Office of Inspection & Administrative Development.

 

Article 7

This decision shall be communicated where needed.
