Decision No. 2784 Internal regulations for student housing units in the university campus

Article 1

The housing units assigned to student residences in the university campus and the related facilities and equipment (cafeteria, kitchens, laundry, study rooms, parking lot, etc.) are subject to the provisions of the present regulations.

 

First - Management of housing units

 

Article 2

The management of student accommodation and ancillary facilities in the university campus is carried out directly by the university, provided it has the necessary specialized administrative and technical facilities and financial resources.

 

The university administration has the right to entrust the management, investment and equipment of these units and their ancillary facilities to a private company or institution using the F.O.T. (Fit, Operate, Transfer) method or the normal method, by means of a public invitation to tender for which special administrative and technical specifications are drawn up and approved by the competent authority.

 

Article 3

The management and operation of student housing units and ancillary facilities are overseen by a committee appointed by decision of the University President, comprising:

  • The General Secretary of the Lebanese University (Chairman)
  • The Head of the Common Administrative Service
  • Two employees in at least the third category of the university administrative or technical staff, appointed by decision of the university President.
  • A specialist in hospitality management from the Faculty of Tourism & Hospitality Management at the Lebanese University.
  • The manager of the housing units, or a representative of the company involved in the management and investment of these units.
  • A representative of the National Union of Students of the Lebanese University.

 

Article 4

The Supervisory Committee is responsible for the following tasks:

  • General supervision of the management of housing units and the progress of work in these units in all administrative, financial and service aspects.
  • Monitor the application of laws and regulations within the housing units.
  • Determine application and documentation deadlines.
  • Propose and prioritize detailed criteria for accepting students into housing units.
  • Review student applications for housing units and make appropriate decisions based on admission criteria (acceptance-rejection-deferral).
  • Conduct disciplinary proceedings against resident students who infringe the rules applicable to housing units.
  • Propose internal regulations for services in housing units (cleaning, concierge, maintenance, laundry, health services, cafeteria services, etc.).
  • Submit periodic reports (every three months) to the University President and an annual general report to the University Council.
  • Carry out all work assigned by the University President.

 

Article 5

The criteria for student admission, the scale of priorities and the internal regulations of the services referred to in article 4 above are determined by a decision of the University President on the recommendation of the Supervisory Committee and after approval by the University Council.

 

Article 6

In cases where the management and investment of student housing units is entrusted to a private company or organization, as well as in cases where these units are managed directly by the university, a member of the committee or an employee of the Lebanese University of at least the fourth category is designated to be permanently present on the campus of the housing units in order to ensure permanent supervision of the progress of operations and the application of regulations, assisted by another employee. These two employees are appointed by decision of the University President.

They are provided with permanent accommodation on the housing campus, subject to availability.

 

Second - Student admission procedures and conditions

 

Article 7

  1. Students should be regularly enrolled or admitted for enrollment in any unit of the Lebanese University, within the limits of the capacity of these faculties and the approved priority criteria.
  2. The number of non-Lebanese students, enrolled at the Lebanese University, who may be accepted in housing units is limited to 10% of the capacity of these units and in accordance with approved admission criteria. Preference will be given to students granted by their countries or within the framework of cooperation and exchange agreements between the Lebanese University and these countries.

 

Article 8

Student admission criteria and differentiation rules are determined on the following basis:

  1. Geographical distance between the student main residence and the center of the university town.
  2. The nature of the studies in the faculties and specializations in which the student is enrolled, requiring continuous and compulsory attendance.
  3. The priority scale evolves according to the capacity of the university residence.
  4. Preference points are given to students with disabilities.

For each admission criterion, specific points are awarded according to which students are accepted, refused or deferred.

 

Article 9

  1. Applications for housing units for the academic year should be submitted to the Supervisory Committee - Office of Social & Student Services within the last three months of the previous academic year.
  2. Applications continue to be received after the above deadline, but lose their priority and are placed on the waiting list.
  3. Application deadlines are announced in the media and on notice boards in all faculties and sections of the university.
  4. Applications should be accompanied by the following documents:
  • A declaration of enrolment at the faculty or institute or a declaration of appointment to one of the university's faculties or institutes (for new students).
  • Family record book or certified copy.
  • A declaration from the mayor of the place of residence indicating the student's main place of residence.
  • A health certificate attesting that the student has no communicable or infectious diseases.
  • Two passport photos certified by the mayor.
  • A written undertaking to respect the laws and regulations and to be responsible for any damage caused by the student to the property of the accommodation units and ancillary facilities.

 

Article 10 - Examination of applications and acceptance decision

  1. The Supervisory Committee reviews applications and makes preliminary decisions 15 days before the date of entry into the housing units.
  2. The Supervisory Committee may call on specialists to study and prioritize applications, appointed by decision of the University President.
  3. The committee makes its decisions (acceptance, rejection, waiting list) based on the number of points assigned to each of the criteria stipulated in article 8 of the present decision.
  4. The committee's decisions are communicated to the students concerned and their faculties, as well as to the management of the housing units.
  5. Students admitted to reside in housing units are required to complete their file with the required documents and pay the required fees within the allotted time to confirm their right to housing.

 

Third - Residence fees and calculations

 

Article 11

Monthly accommodation fees during the academic year and summer residence fees are determined by decision of the University President after approval by the University Council, on the recommendation of the Supervisory Committee or specialists appointed by the University President.

 

Article 12

One month's accommodation charge is payable in advance at the start of the stay, together with an insurance indemnity for the contents of the room corresponding to two months' charges, and for subsequent months during the first week of the month. The deposit will be reimbursed at the end of the stay, in whole or in part, depending on the condition of the room and its contents, and after approval by the supervisory committee.

 

Article 13

All fees, charges and allowances specified in the decision stipulated in Article 11 above shall be collected in accordance with the provisions of the Lebanese University's financial regulations and shall be considered part of the latter's self-generated income.

If the management and investment of these units is entrusted to a private company, the fees will be collected directly from the debtor under the supervision of the Supervisory Committee in accordance with the provisions of these regulations and the terms of reference for the outsourcing of these units. The resident employee designated by the university shall supervise the collection of these fees and shall keep accounts according to a special system to be established by decision of the President of the university.

 

Article 14

In the revenue section of the Lebanese University budget, a special chapter is devoted to revenue from student housing units in the university campus.

 

Fourth - Residents' duties, responsibilities and disciplinary sanctions

 

Article 15

Residents of student housing are required to:

  1. Respect the laws and internal regulations of university residences.
  2. Maintain security, order and tranquility.
  3. Maintain cleanliness and preserve the property and equipment of the accommodation units.

 

Article 16

Resident students are prohibited from performing the following acts within the campus and its housing units and ancillary facilities:

  • Disrupt security and order, rebelling against unit regulations or insulting unit personnel.
  • Organize political or religious celebrations or parties, with the possibility of organizing artistic parties in coordination with unit administration and with the approval of the supervisory committee.
  • Post or write pictures or slogans inside rooms or any other location on the unit campus.
  • Call for strikes, riots, sit-ins or rebellions within the unit campus.
  • Introduce or distribute leaflets, petitions, books or films contrary to public morals and ethics or calling for political or religious discrimination.
  • Perform any act contrary to honor, decency or public morality.
  • Receive visitors in bedrooms, except in public places and rooms designated for this purpose.
  • Introduce alcoholic beverages, consume them in the bedrooms or enter in a state of drunkenness.
  • Bring in animals of any kind.
  • Bring in any type of weapon, including authorized weapons.
  • Misuse the property within the room or in any facility within the campus housing units.

 

Article 17

The penalties that may be imposed on resident students in the event of failure to comply with the obligations or prohibitions mentioned above are determined as follows:

  1. Notice of deprivation of residence in the housing units.
  2. Deprivation of residence for a period ranging from one month to one year.
  3. Permanent deprivation of residence in housing units.

 

Article 18 - Bodies competent to impose sanctions

  • The head of unit management or the resident employee in the first case.
  • The Supervisory Committee as a disciplinary body in other cases. The latter sanction is subject to the approval of the university President.

 

Article 19

Procedures to follow if the student does not pay the accommodation fees on time:

  • Notice to pay within three days.
  • Exclusion from accommodation until fees are paid, provided the student assumes responsibility for the existence of vacancies and is subsequently placed on the waiting list.

 

Article 20

Each of the sanctions provided for in article 17 of the present decree may be appealed to the authority indicated against each of them in the following table:

Article 21

The period of normal residence (winter) and the system of residence in student accommodation during the summer vacations are set by decision of the university President on the recommendation of the supervisory committee and with the approval of the university council.

 

Article 22

This decision will be communicated as and when required.
