Article 1
The Faculty of Law, Political & Administrative Sciences awards a Lebanese PhD in Law and Political Science.
Article 2
The candidate for this certificate shall:
- Hold a certificate of the second branch of the Lebanese Baccalaureate, or its official equivalent, prior to the start of university studies.
- Possess a bachelor's degree in law or political and administrative sciences, issued by the Lebanese University or an equivalent certificate issued by an officially recognized foreign university.
- Possess a diploma in postgraduate studies, issued by the Lebanese University or an officially recognized foreign university, provided that this diploma is integrated with the bachelor's degree.
Article 3
Postgraduate studies at the faculty include three diplomas: Private Law Diploma, Public Law Diploma (for students of the Law Department), and Political Science Diploma (for students of the Political & Administrative Sciences Department).
Article 4
The duration of study in each diploma is one year.
Article 5
A student enrolled in the diploma is obliged to attend at least 70% of the seminars of each subject. They are not allowed to re-register if they fail four courses, or if, within a period of two years after enrollment, they fail to take the exams without an acceptable excuse.
Article 6
The exams leading to each diploma include the following stages:
Stage 1: Written exam in at least three subjects.
Stage 2: Oral exam in at least two subjects.
Stage 3: Prepare a dissertation in a specialty integrated with the specialty of the diploma, whose subject matter is approved by the dean and discussed by an examining committee consisting of a supervising professor and two other members with the rank of professor or assistant professor.
Article 7
Two months before the date of the exams, the dean determines the subjects of the written and oral exams.
Article 8
The study in each diploma lasts for at least 25 actual weeks at the rate of one weekly seminar in each subject, in addition to ten guidance and research seminars.
Article 9
The student is not allowed to prepare a diploma thesis until after passing the first and second stages. He is not allowed to apply for the second stage exam only after passing the written exam.
Article 10
Success in the exams shall be by obtaining at least ten out of twenty in each of its subjects. A student who succeeds in some of the subjects of the written exam in the first stage shall retain the marks of success in these subjects when applying for the second stage only.
Article 11
The exams are conducted in two cycles: The first; one year after the start of the study, and the second at least ten days after the announcement of the results of the first session.
Article 12
The diploma dissertation shall not be discussed until at least six months have elapsed since the date of its registration, and only after the written approval of the supervising professor and another member on its content. It should be accepted with a score of at least ten out of twenty.
Article 13
A holder of one of the three diplomas may not register a thesis topic for a PhD degree unless he agrees with the supervising professor and submits a detailed outline of his dissertation approved by the dean. The subject of the dissertation or the supervising professor may not be changed except in the same way.
Article 14
After registering the dissertation, the student retains the right to address this topic for a period of five years, renewable once by a reasoned decision approved by the Dean.
Article 15
The person who supervises the preparation of the PhD dissertation should have been a professor for at least two years.
Article 16
The PhD dissertation shall not be discussed until at least three years have elapsed since the date of registration of its subject matter. The period of three years may be reduced to two years for those who hold a second category PhD, provided that there is complementarity between this latter degree and the Lebanese PhD degree to be prepared. The reduction of the period to two years is decided by the President of the University upon the recommendation of the Dean.
Article 17
The examining committee shall be formed to discuss the dissertation by a decision of the university president based on the recommendation of the dean.
Article 18
The examining committee consists of the supervising professor and four other members, at least two of whom have the rank of professor.
Article 19
The dissertation is defended after obtaining written approval from the supervising professor and two positive reports from two other members. The student shall deposit ten copies of the thesis with the faculty secretariat.
Article 20
The student shall comply with the specifications specified by the faculty administration for the thesis or dissertation in terms of size, output, type of paper and binding. He is prohibited from registering the same subject in another university or faculty under penalty of liability.
Article 21
The Dean determines the date and place of the defense.
Article 22
The examining committee awards grades as follows:
- Very Good (16 out of 20 and above)
- Good (average of 14 out of 20 and below 16 out of 20)
- Good (12 out of 20 and below 14 out of 20)
- Acceptable (average of 10 out of 20 and below 12 out of 20)
Article 23
The examining committee may, before or after the defense, reject the dissertation or request amendments thereto, and may recommend its publication within the scope of the publications of the Lebanese University.
Article 24
The following are subject to this decision:
- New students who hold a bachelor's degree in law or political science.
- Old students who did not pass any diploma.
Students who have succeeded in a diploma and are required to prepare and pass the diploma dissertation as a condition for being allowed to prepare a doctoral dissertation.
Article 25
This decision shall be effective from the academic year 1992-1993.
