Chapter I: General Provisions
Article 1
Wherever referred to in these Regulations:
- The University: Lebanese University
- The University Council: The Lebanese University Council
- University President: President of the Lebanese University
- Faculty: Faculty of Law, Political & Administrative Sciences at the Lebanese University
- Center: Center for Lebanese Legal, Administrative & Political Studies at the Faculty of Law, Political & Administrative Sciences
- The Head of the Center: Head of the Center for Lebanese Legal, Administrative and Political Studies
- Scientific Board: Scientific Board of the Center.
- Studies and Research: Legal, Administrative and Political Studies and Research
Chapter II: The Center's Mission & Structure
Section 1: The Center's Objectives & Tasks
Article 2
1. The objectives of the Center are:
a. Carrying out Lebanese, legal, administrative and political studies and placing them at the service of the university and the faculty in particular and institutions and individuals outside the university in general.
b. Meeting the research needs of the faculty, individuals and institutions outside the university.
c. Conducting multi-field and multi-track studies, comparative studies, and theoretical and applied research within a prioritized scale.
d. Documenting studies, research, information and data according to scientific methods that help to store them in the computer and retrieve them for use and dissemination.
2. The tasks of the Center include:
a. Implementing scientific and practical studies and research in the field of achieving its objectives, especially those related to legal, administrative and political topics and issues.
b. Organizing conferences, seminars and workshops within the scope of its competence.
c. Representing the university in conferences, seminars and scientific seminars related to legal, administrative and political sciences.
d. Establishing and managing a bank of local, regional and international legal, administrative and political data organized by a decision of the Scientific Board based on the proposal of the President of the Center, provided that all this is done in accordance with the legal and organizational principles and provisions in force at the Lebanese University, and in accordance with the administrative, technical and financial provisions of this Law.
Section 2: Center Structure & Management
Article 3
The structure of the Center consists of four units that work under the supervision of the Dean of the faculty:
a. Center Chairmanship
b. Scientific Board
c. Scientific departments
d. Administrative unit
a. Center Chairmanship
Article 4
1. The Chairmanship of the Center shall consist of:
- A Chairperson with the rank of professor or who meets the requirements for this rank, provided that he/she is a member of the faculty staff or, if this is not possible, a full-time contractual employee.
- A vice chairperson from among the heads of departments in the center
- The chairperson is appointed by a decision of the university president based on the proposal of the dean, and the vice-chairperson is appointed by a decision of the dean based on the proposal of the head of the center. Both of them are appointed for a period of three years, renewable once, and the appointment decision may stipulate that they will partially devote themselves to the work of the Center.
2. The head of the Center, with the assistance of his deputy, shall manage the Center and ensure its proper functioning in accordance with the administrative, technical and financial principles specified in this decision.
3. The head of the Center shall prepare a comprehensive annual report on the scientific, research, administrative and financial activities of the Center and present it before the first of March of each year to the scientific board and the advisory board, if any.
b. Scientific Board
Article 5
1. The Scientific Board consists of:
- The Head of the Center as Chairman
- Vice Chairman of the Center as Vice Chairman of the Board
- Heads of Scientific Departments at the Center as members
2. The Chairman performs the public relations functions of the Center, and may delegate these functions to his deputy by a written decision issued by him. These tasks include introducing the Center to the relevant forums, keeping abreast of the fields of legal, administrative and political studies and research, and cooperating with study and research centers inside and outside Lebanon.
3. The tasks of the scientific board are defined as follows:
- Identifying research needs in the university and beyond.
- Setting the Center's policy for studies and research based on its general and phased objectives.
- Approving studies and research projects.
- Determining the duties of each member of the Scientific Board in supervising workshops according to his specialization.
- Proposing the amounts of annual funds that should be allocated to the Center in the faculty budget.
4. The Scientific Board meets at least once a month or at the written invitation of its chairman or at the written request of three of its members. The sessions of the Board shall not be legal unless at least half of the members are present.
5. The Scientific Board takes its decisions by a majority of votes, and in case of equality of votes, the chairman's vote is considered weighted.
c. Center Scientific Departments
Article 6
The Center currently consists of the following departments:
1- Legal Studies & Research Department
2- Administrative Studies & Research Department
3- Political & Constitutional Studies & Research Department
4- Strategic International Studies & Research Department
5- Public Freedoms and Human Rights Studies & Research Department
6- Legal, Administrative and Political Data & Information Bank Department
7- Journal Affairs & Scientific Bulletin Department
Article 7
The Center's departments are created, amended and canceled according to the need by a decision taken by the University Council based on the proposal of the Faculty Council and the recommendation of the Center's scientific board.
First: Tasks of Scientific Departments
Article 8
Each department is responsible for:
1- Collecting, sorting, classifying, categorizing, labeling and processing texts and data for automated documentation in cooperation and coordination with the data and information bank at the Center.
2- Conducting research, studies, comparative studies and investigations in the scientific fields of each department.
3- Proposing the department's annual work plan and preparing the progressive program for implementation and submitting them to the scientific board.
Second: Tasks of the Journal & Bulletin Affairs Department
a. Tasks of the Journal Affairs Department
Article 9
The Journal Affairs Department is responsible for:
1- Managing the affairs of the journal in terms of preparation, issuance, printing, publishing, distribution and marketing, provided that this is done in accordance with the laws and regulations in force at the university.
2. Contacting researchers to publish their studies and researches after being evaluated by the specialized department.
3. Preparing the journal's budget and submitting it to the scientific board.
b. Scientific Bulletin
Article 10
1. In addition to the journal section, the Center shall edit, print and distribute a scientific bulletin that includes the results of the studies and research it conducts and those it deems scientific or practical interest in publishing, provided that this will not be done in accordance with the laws and regulations in force at the university.
2. The Center reserves the exclusive right to edit, print and distribute the above-mentioned bulletin and has the right to publish its research studies in the Center's journal or national journals after the approval of the scientific board and in international journals after the approval of the university president based on the approval of the scientific board, provided that the following phrase is mentioned: "A study/research carried out by the Studies Center at the Faculty of Law, Administrative & Political Sciences at the Lebanese University".
Third: Managing the Center's scientific departments
Article 11
The department is headed by a member of the teaching staff at the faculty who holds the rank of professor or meets the requirements for this rank, provided that he is from within the faculty staff, or if this is not possible, from full-time contractors at the faculty. The appointment is made by a decision of the dean based on the proposal of the head of the Center based on the recommendation of the scientific body for a period of three years, renewable once, and the appointment decision may provide for part-time work.
Article 12
The head of the department shall:
- Manage and supervise the department.
- Propose research projects and plans and estimate their costs.
- Draw up periodic reports and submit them to the scientific board every six months.
- Perform administrative and scientific coordination with department heads and the head of the Center.
c. Administrative unit
Article 13
1. The administrative work in the center shall be supervised by an administrative employee appointed by the Dean after consulting the head of the Center from among the faculty employees, and he shall perform his duties according to the rules established by the head of the Center.
2. Administrative work, documentation and clerical work shall be provided by employees designated by the Dean from among the faculty employees after consulting the head of the Center. The tasks are distributed among them by a memorandum issued by the head of the Center.
Chapter III: Selecting and managing implementation of studies and research
Article 14
1- The Center conducts studies and research:
a. At the request of one of the faculty members in the faculty in priority
b. For the account of the Lebanese University
c. For the account of the public sector (public administrations, public institutions and municipalities)
d. For the account of the private sector moral and natural persons, or for the account of any entity decided by the University Council.
2- Requests for studies and research by any of these entities shall be submitted to the Scientific Board through the Dean, who shall study them and decide to accept or reject them based on academic and technical criteria and in light of their conformity with the Center's policy and financial capabilities.
3- The Scientific Board shall determine the cost of each study or research project distributed among items, in accordance with the provisions of the general system for providing services and preparing research and studies provided by the Lebanese University.
Chapter IV: Center Financial Affairs
Article 15
a. Funding for the Center's studies and research
1- In the faculty budget, special funds are allocated for the studies and research of the Center based on a project submitted by the scientific board.
2- Revenues for studies and research consist of:
- University contribution
- The net proceeds of services, publications, studies and consultations carried out by the Center.
- Unconditional donations and grants.
- Miscellaneous other receipts.
3- These receipts shall be deposited in a special account of the Center, in the University Fund.
b. Center expenses and research:
1. In the event that a study or research is finally approved in accordance with the provisions of paragraphs (2) and (3) of Article 8 above, its cost shall be paid by a decision of the Dean in the form of an advance in the name of the person in charge of the research named by the head of the Center, out of the Center's account and at the written request of the head of the Center.
2. The funds of this advance shall be spent and paid against invoices, schedules and documents according to the rates specified in the General Regulations for the provision of services and the preparation of research and studies provided by the Lebanese University.
3. The advance shall be reimbursed according to schedules and supporting papers or in cash immediately upon completion of the study or research after certifying all invoices, schedules and documents by the person in charge of the study or research and approving the payment file by the head of the Center.
4. An accountant appointed by the Dean, after consulting the head of the Center, from among the employees of the Faculty, shall ensure the accounting work in the Center and perform his duties in accordance with the principles approved by the Scientific Board based on the Dean's proposal.
Chapter V: Categories of researchers
Article 16
Members of the teaching staff in the faculty who are tenured or full-time contractors whose scientific research constitutes part of their activity may be enrolled in a partial quota to carry out scientific research and studies that generalize the Center by a decision of the Dean based on the proposal of the faculty council and the recommendation of the scientific board.
Article 17
The categories of researchers in the Center's departments are as follows:
a. Research Professor
b. Research Assistant Professor
c. Research Assistant I
d. Research Assistant II
Article 18
A research professor shall meet the same requirements as a tenured professor, and an assistant research professor shall meet the same requirements as a tenured assistant professor.
Article 19
The research assistant shall be a first-class research assistant who holds one of the postgraduate diplomas awarded by the faculty or its equivalent and is attending a PhD dissertation registered at the Lebanese University or one of the universities that grant a PhD recognized by the Lebanese University.
Article 20
The research assistant shall be a second class of students attending a thesis in one of the postgraduate diplomas awarded by the faculty.
Article 21
It is permissible to contract the required technicians, including technicians, investigators and form commentators according to the nature of the research work to meet its needs in accordance with special conditions set by the head of the Center based on the proposal of the Scientific Board.
Chapter VI: Final Provisions
Article 22
By a decision of the University President, an advisory body may be formed from representatives of the public sector (public administrations, municipalities and public institutions) and the private sector to provide appropriate advice, opinions and suggestions with the aim of cooperation to conduct studies and research projects of interest to these sectors in accordance with the principles and provisions stipulated by the general regulations by providing services and preparing studies and research provided by the University.
Article 23
Due to the nature of the work, all persons working at the Center and those who have access to its work are subject to the provisions of professional secrecy under penalty of liability.
Article 24
The Center is subject to the provisions of this decision and the provisions of the general regulations to provide services and prepare research and studies provided by the Lebanese University without any other general or special provisions that allow the faculties and institutes of the Lebanese University and its study and research centers to prepare research and studies, provide consultations, provide services or any other scientific presentations within the scope of their respective fields of competence.
Article 25
All provisions that are inconsistent with the articles of this decision are canceled.
Article 26
This decision shall take effect immediately upon its issuance.
