Decision No. 140 Regulation on sending LU outstanding graduates to specialize abroad

Article 1

For more than 10 years, the Lebanese University has been providing its Lebanese students with scholarships to specialize abroad in various fields of specialization to obtain a PhD or a certificate of higher specialization in accordance with the regulations in force at the Lebanese University.

The value of the scholarship and its duration are determined and amended by decisions issued by the University Council.

 

Article 2

The council of each university faculty studies, annually, the anticipated needs of its faculty for five years in the fields of education and research and draws up a detailed report to be submitted to the University Council before the end of May of each academic year.

 

Article 3

In June of each year, the University Council studies the needs of the faculties and determines the share of each of them in light of the reports stipulated in the previous article and in light of the funds noted in the university budget, and its decision is immediately communicated to each faculty.

 

Article 4

Each faculty informs the heads of its departments of the decision of the University Council and asks them to invite each department to deliberate on the files of the outstanding students and organize a report of its deliberations to be submitted to the faculty council.

 

Article 5

In the light of the report prepared in accordance with the provisions of the previous article, the faculty council studies the students' files and makes recommendations for submission to the University Council.

Students should be among those who excel in their scientific competencies and fulfill the behavioral conditions, and their average in the subject of specialization and their overall average in the certificate of the end of university study should not be less than 12/20. It is also required that the candidate has earned 50% of the years, subjects, courses, credits or parts of his/her degree in one of the LU faculties.

The averages of all penultimate years in the two examination cycles of the academic year are included in the calculation of the overall average. In the final year, only the grades of the first cycle specified in the system are included in the calculation of the overall average.

 

Article 6

In faculties teaching on the basis of years, the ranking of students is based on their overall average in the total number of years that make up their degrees, including failing courses. The age of the candidate and the number of years of study shall be taken into consideration.

In faculties teaching on the basis of courses, their own rules are applied to rank the outstanding candidates for the scholarship.

 

Article 7

Candidates for specialization abroad are selected from among the top students in the subjects of the specialization determined by each faculty according to its needs.

The recommendations of the faculties, along with the names of the nominated students, include the type of specialization, degree, and number of years of study, and each one attaches the required documents with the nominated students' files.

 

Article 8

If necessary, and taking into account the subject of specialization and before the start of the basic education, the delegated student may be given a grant determined by a decision of the University Council for a period not exceeding one year to improve the foreign language in which the education is carried out.

 

Article 9

Each faculty shall make the necessary contacts with specialization centers abroad to enable its delegated students to affiliate with these centers.

A student who has received preliminary approval to be sent may make these contacts either directly or through or under the guidance of the Central Administration or the institutions and bodies with which the Lebanese University cooperates for this purpose, provided that the approval of the delegated faculty board for the center of specialization chosen by the student is obtained.

 

Article 10

The student to be sent for specialization shall submit a written undertaking certified by a notary public or the Lebanese Embassy in the country in which he/she is pursuing specialization. The student shall place himself at the disposal of the university to work within his specialization for a period of not less than five years after the end of his studies. If he violates this undertaking, he shall immediately return all sums received during his mission from the university budget. The President shall issue collection orders for this purpose, in accordance with Article 45 of the Public Accounting Law.

As soon as the student finishes his specialization, he shall inform his faculty of the completion of the collection.

The specialized student shall be exempted from fulfilling the aforementioned undertaking if the university does not secure him a job within the scope specified above within a full year after informing through the legal means adopted in Lebanon that he has completed his specialization abroad, provided that he submits the necessary documents and informs the university in the notification document of his full address at which he should be contacted.

 

Article 11

The scholarship is awarded by a decision of the university president based on the decision of the university council and at the request of the head of the faculty to which the student proposed to be sent for specialization after completing the necessary requirements.

 

Article 12

The University Council renews the scholarship based on the recommendation of the Faculty Council. This recommendation is based on a report from the supervising professor proving the student's success or progress in achievement with certainty or a statement of grades proving his success in the subjects studied and prescribed for a full-time student at the university where he is pursuing specialization.

The value of this study or the number of these subjects shall be decided by the University Council.

 

Article 13

With the exception of scientific excellence awards, the student loses his/her right to the scholarship if he/she fails in one of the specialized subjects and if it is proven that he/she has received any grant from another institution. The student should present a certified statement from the institution to which he is sent, proving that he has not received any grant from other than the Lebanese University, every year for the duration of his specialization.

 

Article 14

The University Council can extend the granting of the specialization after the expiration of its scheduled period in one of the following cases:

  1. If the delegate suffers from an illness that causes the loss of an academic year, provided that this illness is proven by a medical report given to him in accordance with the principles adopted by the university where he is pursuing his academic achievement, and certified by the Lebanese embassy or consulate in the country to which he is delegated.
  2. If the type of specialization undertaken by the delegate requires follow-up and in-depth study for valid reasons proven by the professor and approved by the faculty.
  3. If the delegated student wants to pursue his/her specialization in order to obtain a higher degree than the one he/she was sent to obtain.

 

Article 15

The grant is payable as follows:

  1. One-third of its value for the first year upon notifying the head of the faculty of a statement proving the student's final registration in the center assigned to him or providing a statement from the embassy of the country to which the student will be sent confirming his acceptance in the scientific institution in which he will pursue his specialization.
  2. The balance for the first year after one month after the student's enrollment in the scientific institution, provided that the enrollment is proven with certainty by a statement issued by the administration of the institution to which the student is sent.
  3. In subsequent years, the scholarship is paid as follows:
  • Half at the beginning of the academic year.
  • The other half in the middle of the academic year.

 

Article 16

The delegate has the right to move from one center to another within the same country or from one country to another after obtaining the approval of the university president by a decision based on the recommendation of the council of the sending faculty, provided that this move does not lead to a change in the quality and level of specialization.

 

Article 17

The scholarship can be calculated based on the length of the year a student spends abroad, whether to pursue academic study or to pursue foreign language acquisition.

 

Article 18

A student scheduled to be sent abroad may, at his request, be given an advance not exceeding one-fourth of the value of the scholarship allocated to him, to be later deducted from the principal of this scholarship. This advance shall not be given until after the decision of the university president stipulated herein.

 

Article 19

The delegated student has the right to request the postponement of the scholarship or the reservation of his right to it for the year following the awarding of the scholarship, for reasons at the discretion of the Council of the delegated faculty and subject to the approval of the University Council.

 

Article 20

A student sent to specialize abroad is given a scholarship in addition to the value of the scholarship:

  1. One round-trip economy class airfare to the country to which the delegate is traveling and one round-trip airfare from there.
  2. Total affiliation fees for the university or the scientific institution to which the student is sent.
  3. Lump sum assistance at the end of the specialization determined by the university president to print the thesis of the degree obtained by the student.
  4. An amount equivalent to 1/6th of the value of the annual scholarship for a married student, regardless of the number of family members. The student benefits from this amount if he marries after receiving the scholarship as of the first academic year following the marriage.

 

Article 21

This regulation is effective as of the academic year 1996-1997.

 

Article 22

This decision shall be communicated where needed.

Subject: Undertaking to be made by the delegate to specialize abroad

 

Reference: Decree No. 140 of 10/9/1996 (Article 10 thereof)

 

Referring to the above-mentioned subject and reference.

 

I inform you that the text of the undertaking certified by the notary public or the Lebanese embassy in the country in which the specialization is pursued, which should be submitted by the outstanding student who graduates from the Lebanese University and is awarded a specialization scholarship abroad, is as follows in accordance with Article 10 of the scholarship system:

 

I, the undersigned student ................................................... Born .................. Residence......................................................... Register No. ........... Holding a scholarship for specialization abroad from the Lebanese University, undertake to place myself after completing my specialization at the disposal of this university to work there within my specialization for a period of not less than five years. If I violate this undertaking, I shall immediately return all sums received during my mission from the university's budget.
