Decision No. 1558 regulating the admission of students to postgraduate diplomas at the FLPAS and organizing the teaching of languages

Chapter I: Process of admitting students to postgraduate diplomas

 

Article 1

Thirty-five Lebanese students from the Lebanese University and other universities operating in Lebanon shall be admitted to each postgraduate diploma annually, according to a distribution determined by the Faculty Council between the students of the Lebanese University and private universities.

It is up to the Dean of the Faculty and the Faculty's legal committee to decide and accept a specific number of applications from non-nationals.

At the beginning of each academic year, the Dean announces a specific time period for accepting applications for enrollment in all diplomas.

 

Article 2

Notwithstanding any other provision, it is up to the Faculty Council, upon the proposal of the Dean, to determine annually and at least one month before the start of enrollment in the diploma, the criteria to be considered for the admission of students.

The foreign language test remains a fixed criterion to be applied every year.

 

Article 3

The foreign language test for students applying for admission to the diploma shall be administered on a unified date, at a single location, and with unified questions.

The Dean of the Faculty shall determine the date and place of the test by a decision.

The Teaching Languages Office at the Lebanese University, under the supervision of the Dean of the Faculty, is responsible for administering the test: Administrative organization and operational supervision, setting the questions, correcting the tests, setting the grade sheets and submitting them to the Dean.

 

Article 4

The committee in charge of selecting students admitted to each diploma shall be formed as stipulated in Articles 35 and 108 of the Faculty's programs and curricula system approved by the University Council on 5/7/1996.

It is up to the Dean to specify in a decision issued by him the names of the members of this committee entrusted with the selection of students admitted to all diplomas in the faculty.

The Dean shall refer to the committee the files of all students nominated for admission submitted to him by the departments of the branches concerned with the diploma, in addition to the results of the foreign language test.

The committee meets at a place and date determined by the Dean to deliberate and issue the results.

The committee continues to meet continuously until the selection of admitted students is completed, the schedules are signed, and the results are announced.

The dean of the faculty refers the minutes to the administration of the competent branch as soon as the results are issued, and the branch administration sets a specific deadline not exceeding ten days for the final registration of the admitted students.

 

Chapter II: Organizing foreign language teaching

 

Article 5

A foreign language (French or English) is added as a compulsory and fixed subject in the faculty's diploma programs. The Teaching Language Office supervises the development of its educational content (teaching the language as a language and teaching the specialized foreign language) and the organization of its teaching and examinations under the supervision of the Dean. The Office is also responsible for selecting the professors responsible for teaching the course.

 

Article 6

The minimum number of hours of instruction in this subject is one hundred hours per year, distributed as follows:

  1. A fifty-hour intensive course devoted mainly to teaching grammar, which is taken by admitted students before the start of the academic year. At the end of this course, an exam is held, the score of which constitutes one-third of the total score of the foreign subject.
  2. A weekly two-hour session throughout the year in which a specialized foreign language (legal or political) is taught, with a focus on continuous practical work, whose mark constitutes one-third of the total mark of the foreign subject. The last third of the course grade is for the end-of-year exam.

The Teaching Language Office, in coordination with the Dean of the Faculty, determines the duration of the scheduled exams.

 

Article 7

Teaching in this course is subject to the following conditions:

  1. Attendance is mandatory with a minimum of 80%.
  2. The mark for the course is out of twenty. Any mark below six out of twenty is considered invalid.

An invalid mark in this subject has the same consequences as an invalid mark in other subjects.

 

Article 8

The Teaching Language Office conducts a preliminary test for admitted students before the start of the intensive course, on the basis of which students are assigned to groups according to their language level, and this assignment continues throughout the academic year.

If the language level of one or more groups requires it, the Teaching Language Office can propose adding a number of hours to the group. These additional hours are implemented after the approval of the dean.

 

Article 9

The Teaching Language Office supervises all exams related to the foreign language subject in terms of setting questions, grading exams and marking exams.

The office submits a detailed schedule of attendance and grades to the dean and the administration of the concerned branches.

 

Chapter III: Provisions for the 2003-2004 academic year

 

Article 10

  1. All general principles mentioned above shall be applied, whether with regard to the process followed or the teaching of the foreign language.
  2. The criteria set by the Faculty Council in its session dated 30/7/2003 shall be adopted in the selection of students.
  3. The Dean shall take all procedures required to conduct the language test, appoint the committee in charge of selecting the students, conduct the deliberations and announce the results.

 

Article 11

This decision shall be communicated where needed.
